Page 3 <br />PUBLIC DOCUMENT-TRADE SECRET DATA HAS BEEN EXCISED <br />Proposal for Formal Franchise Renewal <br />December 20, 2013 <br />These and other aspects of Comcast's proposal are further outlined in the rest <br />of this Executive Summary, and detailed in the form responses below. <br />A. Based on ascertainment findings and current PEG usage, <br />Comcast's PEG offerings will more than satisfy established <br />community needs. <br />Even the NSCCs biased consultant could not justify the PEG demands made by <br />the NSCC staff. The NSCCs PEG consultant's report, despite being flawed by <br />bias and improper methodologies, shows low interest in and need for 8 PEG <br />channels and it fails to address the issue of cost to consumers. The Buske <br />Group — which conducted the NSCC's ascertainment — took a biased approach <br />to the whole subject: the part of the Buske's business that found a"need" for 8 <br />PEG channels and excessive funding compliments the other part of Buske's <br />business that provides consulting services for PEG channels and facilities. <br />Buske's faulty process is explained in detail in the expert report of Talmey- <br />Drake Research & Strategy Inc. (at Exhibit 3). <br />Despite Buske's efforts to generate as much interest in PEG as possible, <br />even its report shows little community need or interest for 8 PEG channels. Less <br />than half of cable subscribers could say they had "ever watched a program on a <br />CTV channel."1 More specifically, 77.3% of subscribers interviewed by Group <br />W said they never watched or watched on a less-than-monthly basis channels <br />14, 15, and 16. 85.5 % of subscribers never watched or watched on a less-than- <br />monthly basis channels 18, 19, and 20.2 Also a recent community survey by the <br />City of Shoreview confirms low interest in PEG programming in the region.3 <br />Comcast's legally and scientifically proper survey showed little community <br />interest in PEG. Comcast's expert survey-research firm, Talmey-Drake, using <br />scientifically sound, reliable survey methodology, also confirmed low <br />community need and interest in PEG: <br />• Most subscribers couldn't name a single access channel; <br />• Just 1 out of the 8 channels — Channe116 — had "regular" (at least once <br />per week) viewership; <br />1.
