75 feet from this line and parking areas at least 50 feet from this line. In
addition, the parking lot be shoreline to minimize visual impacts of the site
from the lake. The parking lot is substantially below the grade of Victoria
Street and the setback area contains natural growth vegetation, as well as
additional over-story trees planted along the entry way.

The applicants held a neighborhood meeting to discuss their proposed
addition. Neighbors and representatives ITom the Lake Owasso Homeowners
Association to infonnally review the proposed project. City staff attended
the meeting and reports that the project was well received by those neighbors
in attendance.

CONCLUSION AND RECOMMENDATION

Rosewood Estates opened for occupancy in September of 1989 and within
a short time was fully occupied and has remained so ever since. There is
presently a waiting list for apartments of approximately 60-70 individuals.
The project has proven to be a good neighbor and a handsome addition to
the community. The expansion is combined with the acquisition of property
and therefore, actually reduces the density overall and improves the parking
ratio. With this, combined with the obvious need for this type of housing
and Rosewood Estates' unique approach to the care of the elderly, staff
would recommend approval of Rosewood Estates' request for rezoning from
PUD to R-3A for the marina site, a special use pennit for the housing
project, and a variance to the zoning ordinance relative to unit density.

-R
- f'~~~~N~~Cff~
)1A\
~ <fv-F- ~ ~rJ2 ~ ~ ~~

- ~~(~
4$ r&1'r"\~
