City staff attended <br />the meeting and reports that the project was well received by those neighbors <br />in attendance. .. <br /> <br />CONCLUSION AND RECOMMENDATION <br /> <br />Rosewood Estates opened for occupancy in September of 1989 and within <br />a short time was fully occupied and has remained so ever since. There is <br />presently a waiting list for apartments of approximately 60-70 individuals. <br />The project has proven to be a good neighbor and a handsome addition to <br />the community.. The expansion is combined with the acquisition of property <br />and therefore, actually reduces the density overall and improves the parking <br />ratio. With this, combined with the obvious need for this type of housing <br />and Rosewood Estates' unique approach to the care of the elderly, staff <br />would recommend approval of Rosewood Estates' request for rezoning from <br />PUD to R-3A for the marina site, a special use pennit for the housing <br />project, and a variance to the zoning ordinance relative to unit density. <br />
