BACKGROUND <br /> <br />The Planning Commission, at their August 11, 1993 meeting, opened the <br />public hearing on Lava Links request for a special use pennit for an <br />amusement center. During the meeting, it was detennined that the <br />abstractor's certificate of abutting property owners to be notified, that was <br />provided by Ramsey County, was in error. The Commission continued the <br />public hearing to allow time for proper notification of adjacent property <br />owners affected by the request. New notices have been sent to adjacent <br />property owners for the meeting of September 8, 1993. <br /> <br />In June 1991, Roseville City Council approved a request for a special use <br />pennit for a 14,000 sq. ft. amusement center in the Crossroads Center at <br />1655 W. County Road B-2. At the time, the facility included an 18-hole <br />chipping and putting course, an indoor driving range, and a retail shop. In <br />1992, Lava Links proposed an expansion of their facility to include a snack <br />bar and games (putting games, darts, hoops, basketball, etc.). The expansion <br />area was 1,750 sq. ft. in size and provided space for seven new games and <br />seating for 54 people. In March of 1992, the City Council approved this <br />request for a special use pennit. <br /> <br />2. Develooment Summarv <br /> <br />The golf driving range and simulators were built in the 2,400 sq. ft. lower <br />level. Lava Links' has found this part of their operation to be unproductive <br />and are proposing to modify the use of this space. They are proposing to <br />
