The number of games proposed for the expansion exceeds the <br />limit of four in the City code before a license is needed from <br />the City. Currently Lava Links has 16 games and, with the <br />expansion, are proposing to have 45 games. The license <br />requirement for amusement devices is addressed in Section 109 <br />of the Roseville City Code. This section also defines a "game <br />room" as a business establishment where more than 50% of the <br />gross receipts are derived from the operation of amusement <br />devices. Special requirements for licensing of game rooms are <br />also included in this section of the code. Most notable is the <br />requirement that a gameroom be at least 1500 feet from any <br />residence, school building, or park. For your information, we <br />have included sales information from Lava Links detailing the <br />distribution of actual sales in 1992 and 1993 to date, and <br />projected sales for the remainder of 1993 into 1994. This <br />information indicates that the threshold of more than 50% of <br />gross receipts derived from amusement devices will not be <br />exceeded. <br /> <br />5. At the Planning Commission meeting, a resident living on <br />Oakcrest Avenue indicated that he had experienced problems with <br />kids climbing the fence behind the shopping center and debris <br />in his yard. One suggestion would have the Crossroads <br />management group routinely patrol their common property line to <br />insure that any debris generated by tenants of this center or <br />their patrons is picked up and removed from neighboring <br />properties. <br /> <br />6. Should this request for an expansion to the facility be <br />approved, building officials and the city Fire Marshal will <br />need to carefully review the lower level that is being created <br />for life safety, occupancy load, and access issues. <br /> <br />7. At the September 8, 1993 Planning Commission meeting, on a 5-1 <br />vote, the Commission recommended approval of Peter NasvikjWelsh <br />Companies request for an amendment to a special use permit to <br />allow the expansion of the Lava Links amusement establishment <br />to add pool tables and additional video skill games at the <br />Crossroads Shopping Center at 1655 W. county Road B-2. <br /> <br />8. As a part of the review process, the Roseville police <br />Department was informed of the application for the special use <br />permit for the amusement center. A memo from the police Chief <br />addressing security issues is attached to this report as an <br />addendum. This memo seriously questions the safety issues <br />related to a congreqation point such as a commercial recreation <br />site. <br /> <br />Alternatives: <br /> <br />1. Deny the proposed special use permit based on the findinq that <br />the proposal is not compatible with surroundinq land uses and <br />
