<br />report. <br /> <br />3. Past applications have addressed the effect this use would have on parking <br />and traffic at the center. Given the relatively small amount of space <br />involved, and the multiple destinations of a single customer, the impact <br />will be minimal. Including Lava Links on any signage that directs <br />patrons to the west parking deck, which is often not as full as the east <br />surface parking lots, would mitigate any increased traffic or parking <br />Issues. <br /> <br />4. The number of games proposed for the expansion exceeds the limit of <br />four in the code before a license is needed ûom the City. This license <br />requirement is separate ûom the zoning application. Section 109 of the <br />Roseville Code addresses licensing requirements for amusement devices. <br />Based on representations ûom the owners of Lava Links and the <br />experience they have had thus far, we do not anticipate that the additional <br />games will pose a problem. The owners have also indicated that the <br />thresholds defining a business establishment has a "game room" (more <br />than 50% of gross receipts derived ûom the operation of amusement <br />devices) will not be exceeded. This is important in that game rooms have <br />a different list of criteria for review when considering licensing. <br /> <br />5. Should this request for an expansion to the facility be approved, building <br />officials and the City Fire Marshal will need to carefully review the lower <br />level that is being created for life safety, occupancy load, and access <br />Issues. <br /> <br />CONCLUSION AND RECOMMENDATION <br /> <br />The expansion proposed by Lava Links will help them be more successful and <br />serve their customers better. It will bring added activity to the Crossroads <br />Center that may benefit other businesses in the center. The effects on parking, <br />traffic, and the character of the center are likely to be minimal. We therefore, <br />recommend approval of the special use pennit. <br />
