EXTRACT OF MINUTES OF MEETING <br /> OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> F F x x x x w * * * * * * * * * * <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br /> of Roseville, County of Ramsey, Minnesota was duly held on the 9th day of June, 2014, <br /> at 6:00 p.m. <br /> The following members were present: McGehee, Willmus, Laliberte, Etten, Roe <br /> and the following were absent: None. <br /> Member McGehee introduced the following resolution and moved its adoption: <br /> RESOLUTION No. 11154 <br /> RESOLUTION EXPRESSING INTENT TO CREATE AND ADMINSTER A <br /> HOUSING TAX INCREMENT FINANCE DISTRICT FOR AND CONSIDER <br /> THE WAIVING OF SEWER ACCESS CHARGES FOR THE <br /> REDEVELOPMENT OF 2785 FAIRVIEW AVENUE <br /> WHEREAS, the City of Roseville has been working to redevelop the Twin Lakes Area <br /> and has identified a need for mixed income housing to meet the community needs <br /> identified in the 2013 Comprehensive Multifamily Housing Needs Analysis; and <br /> WHEREAS,the City Comprehensive Plan goal is to provide a wide variety of housing <br /> options in order to retain and attract a diverse mix of people and family types with <br /> various economic statuses, ages, and abilities; and <br /> WHEREAS, the City has been working to redevelop a contaminated and blighted <br /> property in the Twin Lake Redevelopment Area; and <br /> WHEREAS, the City has adopted the Twin Lakes Public Financial Participation <br /> Framework on March 3, 2008 and the proposed project meets 1/3 of the scoring criteria <br /> for Tax Increment Financing Assistance in the Twin Lake Redevelopment Area; and <br /> WHEREAS, Sherman Associates has been working on redeveloping 2785 Fairview into <br /> 190 units of mixed income housing; and <br /> WHEREAS, it is anticipated that to successfully redevelop 2785 Fairview into mixed <br /> income housing will require assistance in the form of Tax Increment Financing in order <br /> to achieve financial feasibility; and <br />
