<br />18.030 <br /> <br />ZONING CODE <br /> <br />The Legislature of Minnesota had delegated responsibility to the <br />municipalities to regulate the subdivision, use and development <br />of the shore lands .of public waters located within their <br />incorporated limits and thus preserve and enhance the quality of <br />surface waters, preserve the economic and natural environmental <br />values of shorelands,· and provide for the wise utilization of <br />waters and related land resources. This responsibility is hereby <br />recognized by the City ot Roseville, Minnesota. <br /> <br />18.030. statement of PurDose. <br />To achieve the policies described in section 93.020, the City of <br />Rosevi~le intends to determine, c9ntrol, and guide future <br />development within and surrounding those land areas which are <br />contiguous to designated bodies of public water, and areas of <br />natural environmental significance as herein defined and <br />regulated. Specifically, this chapter purports to: <br /> <br />1. Regulate the placement of sanitary and waste disposal <br />facilities on lots; <br /> <br />2. Regulat~ the area of a lot and the length of water frontage <br />suitable for a building site; <br /> <br />3. Regulate alteration of the shorelands of public waters; <br /> <br />4. Control natural environment areas of ecological ,value to <br />maintain existing aquatic, vegetation and wildlife <br />conditions to the maximum extent possible; <br /> <br />) <br /> <br />s. Regulate the subdivision of land within the corporate <br />limits; and, <br /> <br />6. Provide variances from the minimum standards and criteria. <br /> <br />18.040. ComDliance. <br />The use of any shore land of public waters, the size and shape <br />of lots, the use, size, type and location of structures on lots; <br />the installation and maintenance of water supply and waste <br />disposal facilities; the filling, grading, lagooning, or <br />dredging of any shore land area; the cutting of shore land <br />vegetation; and the sUbdivision of lots shall be in full <br />compliance with the terms of this chapter and oth~r applicable <br />regulations. Construction of buildings, private water supply and <br />sewage disposal systems and erection of signs shall require a <br />permit, unless otherwise expressly excluded by the requirements <br />of this chapter. <br /> <br />100 <br />
