<br />18.080 <br /> <br />ZONING CODE <br /> <br />18.050. Abroaation and Greater Restrictions. <br />This chapter supersedes all provisions of any City Zoning Code <br />that relates to shorelands. However, the provisions of the <br />existing City Zoning Code and map of the City of Roseville, <br />Minnesota are hereby incorporated by reference and shall, to the <br />extent of greater restrictions only, be made as much a part of <br />this chapter as if the matter described were fully set out <br />herein. <br /> <br />It is not otherwise intended by this chapter to repeal, <br />abrogate, or impair any existing deed restrictions or ordinances <br />other than zoning to the extent specified in this chapter. <br />However, where this chapter imposes greater restrictions, the <br />provisions of this chapter shall prevail. <br /> <br />18.060. InterDretation. <br />In the interpretation and application, the prov1s10ns of this <br />chapter shall be held to be minimum requirements, and shall be <br />liberally construed in favor of its expressed purpose. <br /> <br />18.070. Severabilitv. <br />The provisions of this chapter shall be severable, and the <br />invalidity of any paragraph, subparagraph or subdivision thereof <br />shall not make void any other paragraph, subparagraph, subdivi- <br />sion or any other part. <br /> <br />18.080. Definitions. <br />For the purposes of this chapter, certain terms or words used <br />herein shall be interpreted as foll-ows: The word "shall" is <br />mandatory, not permissive. Ail distances unless otherwise <br />specified shall be measured horizontally. <br /> <br />1. "Building Line" means that line measured across the width of <br />the lot at the point where the main structure is placed in <br />accordance with setback provisions. ' <br /> <br />2. "Cluster Development" means a pattern of, subdivision <br />development which 'places housing units into compact <br />groupings, while providing a network of commonly owned or <br />dedicated open spaces. <br /> <br />3 . "Conditional Use" means a use of shore lands which is <br />permitted within a zoning district only when allowed by the <br />City Council, if certain conditions are met which eliminate <br />or minimize the incompatibility with other permitted uses of <br />the district, and shall be authorized by a "Conditional Use <br />Permit". <br /> <br />10l <br />
