BACKGROUND <br /> <br />On September 23, 1991, United Trailer Leasing was granted an interim use <br />permit to operate a truck rental and leasing facility at 2507 Walnut Street for <br />a two year period. No major site improvements were proposed or required <br />at that time. That interim use permit has now expired and the property , for <br />all intents and purposes, is vacant. Stan Koch and Sons Inc., represented by <br />the Ac'cent Companies, is now proposing to purchase the site, bring it up to <br />current design standards, and then conduct their truck leasing operation from <br />this location. In order to do this, a special use permit is required. <br /> <br />2. Development SummalV <br /> <br />Rental and leasing of motor vehicles in the 1-2 district is by special use <br />permit only. If a property were to be permanently used for this purpose, a <br />permit would have to be granted and the property would have to be brought <br />into compliance with the design standards in the Roseville code.
