<br />J.úl & <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 10-25-93 <br />ITEM NO.: (!-' <br /> <br />~t Approval: <br /> <br />Manager Reviewed: <br /> <br />Agenda section: <br /> <br />~ð- <br /> <br />Hearing <br /> <br />Item Description: <br /> <br />Complete MObility systems request for a special <br />use permit for motor vehicle sales at 1905 W. <br />County Road C. <br /> <br />Background: <br /> <br />1. section 10.320 of the City zoning Ordinance require that motor <br />vehicle dealers obtain a special use permit before locating in <br />general industrial zoning districts. <br /> <br />2. Complete Mobility Systems converts vehicles so they can be <br />driven by or used to transport the handicapped. These vehicles <br />are sold and a new dealer sales license is required by the <br />State of Minnesota. Therefore, a special use permit is <br />required. <br /> <br />3. 'Complete Mobility Systems is currently operating at 1901 <br />Oakcrest Avenue. The City granted a special use permit for the <br />use at that site in 1989. The new site at 1905 W. County Road <br />C, would be within the new building being constructed by Ryan <br />companies in the Twin Lakes area. The site is zoned general <br />industrial and appears as industrial on the city's <br />comprehensive plan map. <br /> <br />4. The Planning Commission unanimously recommended approval of the <br />special use permit with the following conditions: <br /> <br />1. That there be no exterior storage of equipment or parts. <br /> <br />2. That there shall be no advertising sign offering new or <br />used vehicles for sale at the site. <br /> <br />3. That the special use permit be for the use as described in <br />the planning report dated October 13, 1993. <br /> <br />Alternatives: <br /> <br />1. Deny the special use permit based on the finding that the <br />proposed use would be detrimental to the general health, <br />safety, and welfare. <br /> <br />2. Grant the variance based on the finding that the proposed use <br />will not be detrimental to the general health, safety, and <br />
