(Rosedale Center) ACTION REQUESTED: Special Use Pennit for an Amusement Establishment (gameroom). 1. BACKGROUND Alladin's Castle is proposing to add a family entertainment center to the Rosedale Mall. To add to the total experience of mall shoppers who are increasingly expecting entertainment to be available as a part of the shopping experience. In the shopping center zoning districts, such entertainment centers can be considered as special uses. Section 109 of the Roseville City Code also requires annual licenses for amusem'ent devices. This section of the code defines a "gameroom" as a business establishment where more than 50% of the gross receipts are derived from the operation of amusement devices. Special requirements for licensing of gamerooms are also included 'in this section of the code. Most notable is the requirement that gamerooms be at least 1500 feet trow any residents, school building, or park. The Alladin's Castle proposal meets this definition and must be considered a gameroom business. 2. Development SummalY Al1adin's Castle is proposing to open a 6755 sq. ft. family amusement center as a part of the interior mall at the Rosedale Shopping Center, No addition to the shopping center or exterior remodeling is proposed as a part of this application for a special use pennit. Because no additional space is being proposed, no additional demand for parking at the center would be required. .
