<br />from the operation of amusement devices, has an amusement device manager <br />on the premise during all hours of operation, is licensed by the City, and has <br />implemented a security plan which has been approved by the Chief of Police. <br />Section 109.030 states that no license shall be granted for any gamèroom <br />which is less than 1500 feet from any residents, is less than 1500 feet ITom . <br />any school building or school yard, or is less than 1500 feet from any park. <br />This distance is to be measured from the licenses premises to the property <br />line of any parcel used for residents, school building/yard, or park. Given <br />this distance requirement, an interpretation ~r this section of the code would <br />lead to the conclusion that gamerooms were intended to be limited to <br />regional facilities such as Rosedale Shopping Center with its expanse of <br />parking area and peripheral commercial development separating it from <br />residential uses. The proposed location for the Alladin's Castle is the old <br />Woolworth space in the Montgomery Ward's wing of the center. From this <br />location, a 1500 foot radius will not cross any residential school or park <br />property . <br /> <br />We have attached infonnation from Alladin's Castle regarding their proposed <br />use and how it is different from gamerooms of the past. This infonnation <br />also describes Alladints Castlest corporate philosophy and management style <br />and talks to where they see the family entertainment industIy going in the <br />future. This infonnation also speaks to the security program and cooperation <br />with the Roseville Police Department. The Department has had the <br />application infonnation for their review and have indicated they are <br />comfortable with Alladin's method of operation and security plans. <br /> <br />CONCLUSION AND RECOMMENDATION <br /> <br />Alladin's Castle is proposing to open a family amusement center in the 6755 sq. ft. <br />space in the Rosedale Shopping Center that previously housed Woolworths. No <br />additions to the center or exterior remodeling are proposed. The proposal is <br />consistent with the special requirements for licensing contained in Section 109 of <br />the Roseville City Code. Therefore, staff recommends approval of the special use <br />pennit application for an entertainment center at 1705 W. Highway 36. Because <br />"gameroomstl require alillual licensing by the City Council, it would be our <br />recommendation that the special use permit be limited to the time that a valid <br />gameroom license is in effect. <br />
