The primary building material is <br />brick, at this time, which is consistent with the design <br />standards chapter of the Roseville zoning ordinance. <br /> <br />6. Day care licensing is the responsibility of Ramsey County and <br />their criteria must be met by the applicant before a license <br />would be issued and we would assume construction begin. During <br />the building permit review process, life safety code compliance <br />will be closely reviewed by the Building and Fire Department <br />staff. <br /> <br />7. At its regular meeting of November 10, 1993, the Roseville <br />Planning commission recommended approval of Udi Perera <br />(Miniapple International Montessory) request for a special use <br />permit at 1875 W. Perimeter Drive with the landscape plan to be <br />approved by city staff. The landscape plan is to provide shade <br />for the outdoor play area, screening for the fencing along <br />Perimeter Drive, vinyl coated fencing, and parking lot repair. <br /> <br />Alternatives: <br /> <br />1. Deny the proposed special use permit based on findings that the <br />proposal is not consistent with the city's zoning ordinance and <br />comprehensive plan. <br /> <br />2. Approve the request for a special use permit based on the <br />finding that the proposal would be consistent with the City's <br />zoning ordinance and comprehensive guide plan and would not be <br />detrimental to the area. <br /> <br />Policy objectives: <br /> <br />1. To insure that development occurs consistent with the City's <br />comprehensive plan and zoning ordinance. <br /> <br />2. To grant special use permits where it is demonstrated that the <br />proposed use would not be detrimental to the general health, <br />safety, and welfare of the community. <br /> <br />staff Recommendation: <br /> <br />1. The property at 1875 W. Perimeter Drive has been vacant for a <br />period of time. It is zoned B-1B and day care facilities are <br />considered special use permits in this district. Minneapple <br />International Montessory currently operates other day care <br />facilities in the metropolitan area. They have a proven track <br />record and are convinced that Roseville and this location will <br />be a strong market for the services that they provide. 'The <br />site plan and the proposed operation of the facility require no <br />setback variances and the building materials are consistent <br />with the design standards chapter of the zoning ordinance. <br />Therefore, staff would recommend approval of the special use <br />perrni t for a day care facility at 1875 W. Perimeter Drive <br />subject to the conditions recommended by the Planning <br />
