309 <br />McKeown reviewed potential in -kind lease agreements, opining that developers <br />310 <br />would probably be interested in various options, as long as they were legal since <br />311 <br />there was no third party leasing available in MN; with the City of Maplewood <br />312 <br />pursuing an option with different contractors, based on regulations of the <br />313 <br />Securities and Exchange Commission (SEC), restricting a municipality serving as <br />314 <br />its own developer or operator that may be outside those legal restrictions and <br />315 <br />requiring careful review. <br />316 <br />where it wanted to position itself and other partners to help developers or expand <br />317 <br />Public Comment <br />318 <br />Donna Peterson <br />319 <br />Ms. Peterson referenced the solar energy being by the City of Falcon <br />320 <br />Heights at this time. <br />321 <br />322 <br />Ms. McKeown advised that they were rolling with o e system at this time, but <br />323 <br />that it wasn't a community solar garden, but there remained a great amount of <br />324 <br />interest in pursuing that option. Unfortunately, Ms. McKeown noted that the <br />325 <br />community of Falcon Heights had most of its living areas with gorgeous old trees, <br />326 <br />but not a lot of solar opportunities. Ms. McKeow vised that the community <br />327 <br />continued to look into the ocess but with the rules not completely written, there <br />328 <br />were a number of ideas; continued to work with a number of communities <br />329 <br />and /or agencies in the me rea to further the program. <br />330 <br />hah <br />331 <br />Linda Yeals, Woodbri ge Avenue <br />332 <br />Ms. Yeals asked if the City of Roseville had any thoughts for soliciting <br />333 <br />community interest in solar gardens. <br />334 <br />347 <br />At the request of Mr. Schwartz, Ms. McKeown summarized the various roles that <br />348 <br />cities could pursue, including serving as a host site for a community solar system, <br />349 <br />acting as a developer, performing outreach and making sure their zoning and <br />350 <br />other ordinances would support a community solar system, determining where the <br />351 <br />City would or would not like to see solar made available, whether as a community <br />352 <br />or in general. Ms. McKeown opined that this was a consideration for the near <br />353 <br />future, and provided a number of different roles for the City to play depending on <br />354 <br />where it wanted to position itself and other partners to help developers or expand <br />Page 8 of 20 <br />
