The landscaping plan is consistent with the <br />landscaping plan approved and now planted in the first phase of <br />the Twin Lakes Redevelopment project. <br /> <br />6. The facility is designed to accommodate high turnover parking. <br />The site plan shows 256 parking stalls provided which <br />translates into 1 stall for every 175 sq. ft. of the 43,904 sq. <br />ft. of medical space on the first and second floor. The lower <br />level of the building is for storage, record keeping, and an <br />employee cafeteria. <br /> <br />7. Surface water and storm drainage are important issues in the <br />Twin Lakes Redevelopment Area. Long range plans call for the <br />provision of a regional pond, immediately north of this area, <br />which would be constructed in 1995. Dur ing the interim, a <br />temporary pond designed to handle current development runoff, <br />has been proposed on the site adjacent to this proposal, which <br />is currently owned by Ryan Construction Company. All other <br />utilities are currently available to this site. <br /> <br />8. The building is designed with an enclosed trash room to meet, <br />Roseville City standards. The developer is currently preparing <br />information to be provided to city 'staff regarding the rooftop <br />mechanical systems. 'They have indicated that the systems are <br />being designed so that they should not require screening beyond <br />the parapets already provided for in the building design. This <br />will need to be carefully reviewed and if additional screening <br />is necessary, the developer has indicated that they will comply <br />with city standards. <br /> <br />9. The planning commission, at its November 10, 1993 meeting, <br />recommended approval of Ryan Construction's request for <br />rezoning and preliminary and final plat at 1831-1853 W. County <br />Road C subject to ponding construction, prior to building <br />construction, being reviewed by the City Engineering staff. <br /> <br />staff Recommendation: <br /> <br />1 . The 62, 275 sq. ft. med ieal center proposed by Ryan is thè <br />second phase of the redevelopment of the Twin Lakes area. It <br />meets or exceeds all city design standards and will be a <br />handsome addition to the community at this prominent location <br />on County Road C and Fairview Avenue. The rèzoning and <br />preliminary and final plat are consistent with the city's <br />comprehensive guide plan and the redevelopment plan for this <br />area. They are necessary to begin construction of this <br />facility. As we understand it, demolishing of the Mack Hotel <br />and the Hart building will commence yet this year with <br />construction to follow.
