<br />the proposed addition and connect to Lovell Avenue creating a loop street <br />system. Comments from the Engineering Department raise some concerns <br />about the connection of Lovell Lane to Lovell Avenue. <br /> <br />3. ~: The landscaping plan for the proposed addition to the project is <br />a continuation of the landscape concept approved for the first addition. <br />Foundation planting materials and perimeter plantings are the same species as <br />in the first addition. As a part of the approval of the first addition, the <br />developer agreed that, it necessary to screen headlights, they would provide <br />plantings on the north side of Grandview Avenue as well. <br /> <br />4. Traffic: During tlie review of the first addition to Grandview Townhomes, <br />the City's Consulting Engineer has conducted a traffic study for this project. <br />That study indicated that while Lexington Avenue already had capacity <br />problems, the traffic generated from this townhouse project would not add <br />significantly to the situation. With an average trip generation of 8 trips per <br />dwelling unit, the 8 new units would generate 64 additional trips for a total of <br />596 trips in a 24 hour period during the week. Two of the units access <br />directly onto Grandview Avenue and would generate 16 more vehicle trips <br />per day on this street. The remainder of the trips would be divided among <br />Lovell Avenue and Lovell Lane, the interior streets of the project. <br /> <br />5. Building Elevations and Materi~~ The two additional buildings proposed <br />will have the same footprint elevation and building materials as previously <br />approved in the first addition. A copy of the building elevations is included in <br />the report for your review. <br /> <br />6. En~m.'t~rinl: Considerations: Engineering staff has reviewed the proposed <br />development and have included their considerations on the attached memo <br />from Doug Strong, Of primary concern is the access of Lovell Lane onto <br />Lovell Avenue at the cul-de-sac. <br /> <br />7. Expansion~ As indicated earlier in the report, the, 73 acre parcel ofland <br />under consideration with this proposed expansion, is currently guided for <br />church purposes in the Comprehensive Land Use Plan and is zoned RM 1 <br />Single Family. As staff understands it, this portion of the church property is <br />not needed by the church in their long range plans. The rest of the property, <br /> <br />3 <br />
