No. 94088 Dear Lon: The following lists our findings regarding the stormwater runoff into the city right-of-way. The supporting calculation is also attached. 1. Based on the site topography, the runoff into the city R.O.W. is estimated to be 6.40 cfs for the existing site, assuming a design storm of 10 yr, 30 min. (i = 3.3 inch/hour). This is based on an existing impervious area of 0.94 acres and an existing turf area of 2.98 acres. 2. After the site is developed, the stormwater runoff into the city R.O.W. is estimated to be 10.33 cfs which includes a portion of the roof area. This is based on a proposed impervious area of 2.94 acres and a proposed turf area of 0.96 acres. 3. The runoff on the rest of the site will be directed into the MNDOT R.O.W. as previously discussed. The Mayor and City Manager have been authorized to execute a Planned Unit Development Agreement and a Subdivision Agreement between the City of Roseville and CSM Corporation for the development of the property at 2360 W. (WORK SESSION· FEB. 22, 1994) The following is a summary of the TIF assistance package we have worked out with CSM Corporation. What is the ora ¡ect: The site is a previous truck terminal. It has severe ground and subsoil petro chemical pollution problems. The previous owner (Ettinger) no longer exists as a corporation and has no assets to clean up this site. The Resolution Trust Corporation has taken over the site. The site is near to tax default; if it does default. the property and the environmental liabilities will revert to the County and the city, The developer proposes a public/private project of 210.000 s.f. in buildings with a private investment of over $7.4 million. The project wil1 create 100 jobs in the initial phase. ultimately a total of 300 to 500 jobs could be located in this complex, The first anchor tenant is an electrical parts distribution and light assembly company expanding into Minnesota from the East. Qualification of District: A new TIF District (#14) will have to be created because the site is currently not in a TIF district. The district qualifies as a f<:developl11ent district in that 72% of the area of the site contains improvements. 75% of the structures existing on the site are structuraJly substandard, The structures have been inspected by the City inspection staff and they have indicated that the buildings do not meet current energy or handicap accessibility codes, The cost to renovate the existing structures would equal 15% to 20% of the cost to construct new structures. All accesses. on-site utility systems. and pavement areas are substandard and will also have to be upgraded. A soil pollution sub district may be needed and created at a future time. depending upon the findings of an extensive environmental analysis. 1 Prooosed PubliclPrivate TIF Proiect In)'estment: The City wou1d provide a $392.615 investment up front to the deve10per for Phase I of the project. Phase J includes the renovation of 60,000 square feet of the existing warehouse and the construction of a new 99,480 square foot office warehouse. The City would provide an additional $347,695 in 1995 when Phase n is started. Phase n invo)ves construction of a 58,000 square foot office/warehouse building. The total TIP provided will equal $740,310. The City win pay LGAIHACA penalties beginning in year 6. It may also be possible to be a partner with the County, using CDBG funding to assist in reducing the term of the district by one to two years. Proposed Envirommmtal/Pollution Oean DD Proiect: The City would also agree to create a hazardous soils subdistrict if necessary to generate im additional S130,OOO per year for six years, up to a maximum of $390.000, to complete sub·soil cleanup and removal of petro-chemicals and solvents. The exact amount and term will be determined when a _ remediation plan is developed and approved by the Minnesota Pollution Control Agency. The City will include the terms and amounts in the development agreement. It is our plan to present the project informatíon in more detail at the Work Session. Murray Kornberg, representing CSM, will also be present and have more information on the tenants and deve10pment values. The public hearing for this matter is scheduled for February 28. 1994. . 2 . . The City Council approved a general concept planned unit development plan and a preliminary plat at its December 13) 1993 meeting. 2. The hearing for the final development plan and final plat was continued until February 14, 1994 to allow the applicant additional time to complete the required documents. 3. The applicant has subsequently submitted the required documents for final PUD and final plat approval. The plans submitted have been reviewed by the Development Review Committee and found to be consistent with the PUD concept plan and the preliminary plat for this property. Copies of the final plat and development documents are included for Council consideration. 4. CSM is proposing to redevelop a parcel of land in Roseville, located south of County Road C, west of the Minnesota Transfer Railway right- of-way, and north of the Burlington Northern Railroad right-of-way. The site commonly known as the Ettinger property is approximately 14 acres in size and is zoned 1-2, General Industrial. The CSM proposal includes demolishing a portion of the existing building, reconfiguring and modifying the appearance of that building and adding two office/warehouse facilities to this site. Total building square footage for this site is proposed to be 212,744 sq. ft. Stafr Recommendation: 1. It is recommended that the City Council approve CSM Corporation's final plat and final PUD development plan for the property located at 2360 W. County Road C subject to the following conditions: a. West Business Center Ettinger Property Dear Mike: Further to our telephone conversation this morning, we would like to confirm the following regarding our proposed development of Roseville West Business Center: 1) The Rice Creek Watershed District approved our proposed grading, drainage and utility plans, and erosion control plan at its December 29, 1993 meeting. These plans were the same plans submitted to the City of Roseville as part of our original preliminary plat application. Enclosed please find a copy of the notice of approval from the Rice Creek Watershed District, and a copy of the Permit #93-204. 2) The Ramsey County Department of Public Works and Surveyor's office approved the preliminary plat of Roseville West Business, subject to the conditions set forth in December 20, 1993 correspondence from Mr. David Claypool and Mr. Daniel Soler. The substantive change in the preliminary plat was the dedication of an additiona14 1/2 feet of right of way on County Road C, which change has been incorporated in the Final Plat. Prior to the commencement of construction we will obtain the necessary permits as required by the Department of Public Works. Enclosed for your review please find a copy of the December 20, 1993 correspondence. We have also enclosed a copy of the reduction of the proposed Final Plat for RoseviUe West Business Center, which incorporates the required changes from the, County. Please note that the CSM project is not impacted by the proposed County Road C pathway, since the proposed pathway stops at Cleveland. The City's pathway project plans incorporate a pathway including a 10-foot wide boulevard and a IO-foot wide bituminous pathway. This pathway is intended to be constructed on public right-of-way or, if insufficient right-of-way exists, on right-of-way dedicated by the adjacent owner. Please review all CSM plans to insure that the final site plans incorporate this concept. I would also suggest that in terms of financing we elect to take a cash donation for the pathway in lieu of having it constructed by the developer. However, the developer's site grading and planting should not interfere with ~~ this plan. The eastern portion of the site has environmental concerns of a more significant nature. The applicant has indicated that testing done to date has indicated levels of soil and ground water contamination of some significance. The proposed development would also include the remediation of the existing soil contamination on the east portion of the property. 3. Because of the current tax parcel configuration of the property, a subdivision is being requested in order to allow for the closing on the first phase of the project with the current land owner, to be followed immediately thereafter by the demolition of the existing truck terminal and service garage, the removal of the underground storage tanks, and the commencement of construction of the 96,625 sq. ft. first phase office/warehouse facility. The first phase, which also includes the updating of the existing warehouse facility, would be completed in 1994. Construction of the second phase is scheduled to commence in 1995 following time for the environmental remediation of the east portion of the site. The proposed sUbdivision would create a new plat consisting of three lots. Lot 1 would contain the existing 1985 warehouse, lot 2 would contain the 96,625 sq. ft. office/warehouse facility, and lot 3 would contain the second phase facility consisting of a 53,265 sq. ft. office/warehouse. The development will include approximately $5.5 million of new construction. 4. The remodeling of the existing 60,000 sq. ft. warehouse building and the addition of two new structures will create a "front door office parkl1 image along County Road C in this area. Landscaping along County Road C consists of boulevard trees spaced consistently with the design standards requirement of the Roseville city Code, a 40 foot wide green space area, a landscape parking screen and planting beds adjacent to the buildings. Trees and planting beds are also provided in islands interior to parking areas. The applicant has indicated that all landscaping will have automatic irrigation systems. The operational aspects of the building and truck loading areas will be screened from public view by the configurations of the buildings. .. Improvements to the existing building to be remodeled, include the addition of windows, front entrance addition, and the upgrading of accessibility. New structures will consist of one story masonry buildings with the provisions to add mezzanines. Exterior materials are integrally colored decorative concrete masonry with brick banding and accents. Aluminum windows will have energized frames with tinted glazing. All exterior materials will be prefinished so that painting and other maintenance issues will be eliminated. Similar exterior materials will be used on all sides of the building, including the dock areas. An upper band of windows will give the building a more human scale along with individual projecting entrances that will visually reduce the length of the buildings. 5. The Engineering staff has reviewed this proposal and has made the following recommendations: a. A sidewalk along the south side of County Road C will be required. b. All changes to County Road C must have the Ramsey County Traffic Engineers approval. The applicants are proposing to modify the existing median in this area. c. This application must be reviewed by and meet the requirements of the Rice Creek Watershed District. Date ROSEVILLE WEST BUSINESS CENTER APPLICATION FOR SUBDIVISION APPROVAL AND PLANNED UNIT DEVELOPMENT APPRO V AL CSM CORPORATION November 15, 1993 CSM Corporation is applying for Planned Unit Development approval and for a Subdivision (preliminary and final plat) in connection with its proposed development of the Roseville West Business Center (Ettinger Truck Terminal), located at the intersection of CQijnty Road C and the Minnesota Transfer Railway. Existing Site Conditions The site is currently only partially developed. The west portion of the site contains a warehouse facility that was constructed in 1985, the original truck terminal constructed in the 1940's, and a small service garage at the south end of the site. The east portion of the site is currently undeveloped, however evidence exists of prior development of the site. The redevelopment plan proposes the demolition of the original truck terminal and service garage, and the construction of two new office/warehouse facilities in two phases. The first phase of development consists of a new building of approximately 96,625 square feet, and the rehabilitation and upgrading of the 60,000 square foot 1985 warehouse facility. The second phase of development proposes construction of a new building of approximately 53,264 square feet. The site is currently configured as two tax parcels, the smallest of which is not developable on its own. Environmental Considerations The existing truck terminal contains asbestos wrapped pipes and other asbestos containing materials. Because of the age of the existing truck terminal, it is also likely that the fluorescent light fixtures contain PCB ballasts. The existing truck terminal facility also has seven underground storage tanks located at the north of the site, and around the service garage. All of these factors present a potential environmental risk to the site and the public. The proposed development will include the removal of the underground sto~ge tanks, the remediation of any contaminated soils associated therewith, and the removal of the asbestos and PCB containing materials. The east portion of the site also has environmental concerns of a more significant nature. Soil borings and monitoring wells have revealed that soil contamination exists to a depth of a contaminated perched water layer at approximately 30 feet. Groundwater samples taken at a depth of 80 feet show trace levels of volatile and semi-volatile organic contamination. The source of this groundwater contamination could be the impacted soils on the property, or from other off-site sources, including the adjacent bulk petroleum storage facility, and an adjacent solvent and chemical company. The soil contamination, and its possible contamination of the ground water are a potential health and safety risk to the public. The proposed development would also include the remediation of the existing soil contamination on the east portion of the property. Subdivision and PUD Request Because of the current tax parcel configuration of the property, a subdivision is being requested in order to allow for a closing on the first phase of the project with the current land owner, to be followed immediately thereafter by the demolition of the existing truck terminal and service garage, the removal of the underground storage tanks, and the commencement of construction on the first phase, to be completed in 1994. Construction of the second phase is currently scheduled to commence in 1995, to allow sufficient time for the environmental remediation of the east portion of the site. The proposed subdivision would create a new plat with three lots. Lot 1 would contain the existing 1985 warehouse. Lot 2 would contain the first phase of new construction, and Lot 3 would contain the second phase of new construction. Because the project will be built in phases and proposes the shared use of driveways, curb cuts, parking areas and site utilities, we are applying for a Planned Unit Development to allow for the consistent treatment of the different phases of the development and the flexible handling of setback and other issues to improve the overall development. Economic Considerations The development will include approximately $5.5 million of new construction, and will involve approximately 100 construction jobs. Once constructed, the new development could provide for as many as 200 new jobs on a permanent basis. Site Plan Considerations The remodeling of the existing 60,000 square foot building and the addition of two new structures will create a '~front door office park" image along County Road C that currently does not exist. Landscaping along County Road C consists of boulevard trees, a 40 foot wide lawn, a landscape parking screen and planting beds adjacent to the buildings. Trees and planting beds are also provided at interior car parking areas. All landscaping will have an automatic irrigation system. Truck loading areas are screened by building configurations from public view. Architectural Design Upon completion of negotiations with the tenant, the existing building will be remodeled. Improvements include the addition of windows, front entrance addition and the upgrading of accessibility. New structures will consist of one story masonry buildings with provisions to add mezzanines. Exterior materials are integrally colored decorative concrete masonry with brick banding and accents. Aluminum windows will have anodized frames with tinted glazing. All exterior materials will be prefinished so that painting will, be eliminated as a maintenance issue. Similar exterior materials will be used on all sides of the building, including dock areas. An upper band of windows will give the building a more human scale, along with individual projecting entrances that will visually reduce the length.
