<br />MOTION TO RECOMMEND APPROVAL OF ROTTLUND PROPOSAL <br /> <br />Motion by , seconded by to recommend approval of the <br />Rottlund Companies request for a PUD Concept Development Plan approval, <br />rezoning ftom R-l to PUD, and a Comprehensive Guide Plan change ftom <br />church to high density residential for the property located in tl1e southwest <br />quadrant of County Road Band Fairview A venue based on the following <br />findings of fact: <br /> <br />1. The housing element of the Comprehensive Land Use Guide Plan contains <br />a goal to encourage a variety of housing types for all age groups in all <br />stages of the life cycle. <br /> <br />2. The location of the proposed development on the intersection of two <br />collector streets, adjacent to an institutional use to the west, across the <br />street ftom a City Park to the east, adjacent to the rear lot lines of a single <br />family development to the south, and across County Road B ftom a large <br />lot residential subdivision, and property zoned for business purposes meets <br />planning criteria for the location of multi-family housing projects. <br /> <br />3. The project, as presented. meets the City's Design Standards regarding <br />building materials, landscaping, the use of bituminous surfacing and curb <br />and gutter for the private streets, building setbacks, and through the use of <br />joint parking agreements meets the parking requirements contained in the <br />Roseville City Code. <br /> <br />4. Traffic generated by the project can be accommodated by County Road B <br />and Fairview A venue, both considered to be collector streets in the City <br />transportation system. <br /> <br />5. Engineering concems for site drainage have been met Witll the proposed <br />pond and utility design. <br />
