~
ROITLUND
HOMES

r/.euøtJ ,/24 1~4
~~.

A PlV!SION OF
THE ROTILUND COMPANY, INC.

January 19, 1994

Neighboring Residents
Proposed Residential Development by The Rottlund Company, Inc.
Fairview Avenue & County Road B
Roseville, Minnesota

Dear Neighbor:

On January 12, 1994 the Roseville Planning Commission unanimously denied Rottlund's application for a
change to the Comprehensive Plan and a rezoning of the property to PUD. Several Planning Commisioners
were concerned about the overall site coverage and expressed their opinions that any change to the current R-l
zoning may be premature since the City is currently involved in efforts to update its Comprehensive Plan.

A detailed presentation was made by Rottlund and the City Staff on the revised plan for 52 units. Extensive
discussions took place by the Planning Commission, Rottlund, City Staff and many residents of the
neighborhood on the intensity of site impact in many areas such as; drainage, circulation, surface coverage and
others. The issue of site density and the timing of our proposal submission was also discussed at length. In
light of currently uncompleted efforts by the City ,in updating its Comprehensive Plan to address sites such as
this one, the proposal is viewed as being premature'4nd The RottIund Company; Inc. has decided to withdraw
its proposal from the City review process. We are hopeful that we may be able to work with the Church and
this site at a more appropriate time in the future. '

We are asking the City to include builders such as ourselves in the discussion of changes to their
Comprehensive Plan as it relates to affordable housing within the City. We have suggested to the Church that
they ask the Council to include them in any discussion on alternative proposals for their land. Once the City
and the Parish find a mutually satisfactory solution, which mayor may not involve housing, we at The
Rottlund Company remain interested in helping to implement the "vision" for the site if it is housing. As the
discussion continues between the Parish and the neighbors, we may be available to discuss some housing
alternatives if desired by the Church. This could be in the form of house footprints or building footprints.
The information shared might be helpful to the planning process. We encourage you to continue the exchange
of concerns and creative ideas with the Church and the City. We appreciate your participation in the
neighborhood meeting we held on our proposal.

Please contact us with any questions you may have. Thank you for your efforts over the past few months.

Respectfully,
.
