<br />í, <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 4-25-94 <br /> <br />ITEM NO.: D....3 <br /> <br />Department Approval: <br />tltr /Dp"f <br /> <br />Manager Reviewed: <br /> <br />Agenda Section: <br /> <br />Item Description: <br /> <br />Hearing <br />Har Mar, Inc. request for PUD Concept Development Plan Approval, <br />Rezoning from I-I to PUD and Preliminary Plat Approval at the northwest <br />quadrant, County Road C and Snelling Avenue. <br /> <br />~~ <br /> <br />ß~cke:round: <br /> <br />Har Mar, Incorporated is proposing to develop a 5.9 acre parcel ofland west of Snelling Avenue <br />between Midway Ford and the Conoco/Jiffy Lube Planned Unit Development on County Road C. <br />The property is currently zoned I-I, light industrial, and applicants are proposing a rezoning to <br />Planned Unit Development for retail purposes, The proposed development would consist of four <br />buildings totalling 34,569 square feet in size. This would cover approximately 13 percent ofthe <br />site, and would con~ist of a 9,169 square foot restaurant, a 6,000 square foot bank, a 9,000 <br />square foot auto service/food retal1 center, and a 10,400 square foot retail center that would be <br />anchored by a major video store. <br /> <br />The applicants are currently showing a four-lot subdivision. The restaurant pad is proposed to be <br />sold to the restaurant operator, and the bank pad is proposed to be land-leased to the bank. The <br />remaining two lots would be built and owned by Har Mar, Incorporated. <br /> <br />Given the intensity of development in this area of Roseville, staff initiated a traffic study, <br />reviewing on-site traffic flow for the project and for traffic impact on County Road C, Lincoln <br />Drive, and Snelling Avenue. The consultant's background report and recommendations are <br />included with this report. <br /> <br />The Planning Commission reviewed a sketch plan (February 1994) and held public hearings <br />(March 9 and April 13, 1994). Planning Commission comments and concerns from these <br />meetings are incorporated in their recommendations to the City Council. On April 13t the <br />Planning Commission recommended approval of the project with a set of conditions - also <br />shown in the staff review. <br /> <br />DEVELOPMENT SUMMARY <br /> <br />EXISTING SITE: The current legal description of this site is Lot 2, Block I, Slawik Park <br />Addition NO.3, The site is 5.927 acres in size, and is zoned I-I, Light Industrial, and is currently <br />undeveloped.
