A permit from Rice Creek Watershed, MWCC, and the Health Department will be <br />required. <br /> <br />Staff Recommendation: The development of this 5.9 acre parcel for commerciaVretail purposes <br />is consistent with the City's Comprehensive Land Use Guide Plan and specific plans for this area. <br />The design proposal that incorporates 4 individual buildings, rather than the typical strip mall <br />design works well on this site. With this design, the view ITom Snelling Avenue or Lincoln Drove <br />does not include the rear service area of the more typical strip mall, Given the prominence of the <br />intersection of Snelling Avenue and County Road C in the community, we feel this concept <br />speaks well for the site and the City. <br /> <br />With the modifications to the southeast access point to the restaurant site, and the recommended <br />sidewalk along the east side of Lincoln Drive, staff and the Planning Commission recommend <br />approval of the Planned Unit Development Concept Development Plan, rezoning ITom I-I to <br />PUD and a preliminary plat for Har Mar Inc. for the property located in the northwest quadrant of <br />County Road C and Snelling Avenue. <br /> <br />Council Action Requested: <br /> <br />Motion to approve Har Mar Inc. request for a Planned Unit Development Concept Development <br />Plan, rezoning from I-I to PUD, and a preliminary plat with the following conditions: <br /> <br />(1) The Snelling Avenue access to the restaurant shall be an "entry only" area and be reviewed <br />by the city's traffic consultants and signed appropriately. <br />(2) The applicant shall place trees on the Lincoln Drive Boulevard as per the Twin Lake's <br />Design Plans. <br />(3) Outlot B shall become part of Lot 3. <br />(4) Sidewalks along the west side of the property shall be installed or a dedication to the <br />sidewalk fund for future construction shall be made as per staff recommendation.. <br />(5) The bank tower shall be no more than 20 feet in height. <br />(6) The staff shall review the final engineering and landscape plans. <br />(7) The trash enclosures shall be inside or attached to the building with a roof cover. <br />(8) The building design and mater,ials, site plans, and landscape plans shall be as per the plans <br />of April 13, 1993 presented to the Planning Commission, <br />(9) The traffic consultant wm review stop signs and other pedestrian safety devices along <br />Lincoln Drive. <br /> <br />Prepared by: Michael Falk <br /> <br />6 <br />
