eliminated.

City staff has also conducted traffic counts at two locations along Lincoln Drive. These were 48
hour counts and report the following results:

SITE 1
Lincoln Drive - 100 feet north of County Road C

48 HOUR COUNT
9246 cars

SITE 2
Lincoln Drive - 100 feet south of Terrace Dr.

5604 cars

These numbers, while lower than anticipated, do reflect that the majority of people accessing the
Byerly's shopping center are currently coming from County Road C. The ~raffic consultant's's
report indicates that with the connection ofLíncoln Drive through to Lydia, that these patterns
will change in that people will be using the northern portion of this road more and more.

ENGINEERING CONCERNS:

1, There is $9,031.49 in assessments outstanding for sanitary sewer 2 and water 62-2.

2. A sidewalk is required along the east side of Lincoln Drive.

3. A 20 foot light rail easement is required along the west side of Snelling Avenue,

4. A Permit from MnDOT will be required to work within the S,T.H. 51 (SnelIíng Avenue)
right-of-way.

5, The new driveway/roadway openings along Lincoln Drive must be done as per Roseville
standards.

6. All utility connections must be done as per Roseville standards.

7. The proposed new wet tap on the existing watermain in Lincoln Drive should be moved
south to a location west of proposed Outlot A At this location, the need to open cut the
street can be avoided. Lincoln Drive cannot be open cut across the street as shown on the
plans, The main must be jacked under the street.

8, A maintenance agreement between the property owners and the City ofRosevilIe or a
company that can maintain the sanitary sewer, storm sewer, and water mains within the
site must be obtained at final inspection time. A set of As-Builts for the utilities must be
given to the City ofRoseville for future reference after final inspection.

9. The landscape plans need to have the utility plans overlaid on top of them to insure that no
trees are planted on top of any of the utilities.

5
