<br />city of Roseville, Planning commission Meeting Minutes <br />May 11, 1994 3 <br /> <br />top of page 7 regarding denial of changes to the <br />Comprehensive Plan. The motion carried 6 to 1. <br /> <br />Roll call: <br /> <br />Ayes: Sandstrom, Rengel, Thomas, Wall <br />Wietecki, Roberts <br /> <br />Nayes: Harms <br /> <br />Member Harms stated that any motion and recommendation by <br />the Planning Commission regarding this issue would be <br />forwarded to the city council for consideration at the May <br />23rd meeting. <br /> <br />MOTION: <br /> <br />Member Thomas moved, seconded by Member Wall, to amend the <br />motion at the bottom of page 6, top of page 7 within the <br />April 13 minutes regarding denial of change of Comprehensive <br />Plan to read, "The Planning Commission recommends a change <br />in the Comprehensive Plan designation including the Kehr <br />property and all properties east of Kehr to Dale street, <br />from County Road C on the North to Central Park on the South <br />to be redesignated from low density to medium density on the <br />Comprehensive Plan Map; and the Legion property to be <br />redesignated from institutional uses to low density <br />residential uses." <br /> <br />Member Roberts stated he will vota opposed to the plan <br />change, consistent with the April 13th meeting. Member <br />Harms stated she will vote opposed to the plan change, <br />consistent with the last meeting. Member Sandstrom stated <br />he will vote opposed to the plan because of the traffic flow <br />impacts on the adjoining single-family areas if road systems <br />are connected to Rose Place. <br /> <br />Member Sandstrom asked if an amenctment to the motion could <br />be accepted in which the developm&nt would be required to <br />use the PUD zoning format in which traffic would be <br />regulated in such a way so as to move away from the single- <br />family areas, not into the areas, thus reducing the mixing <br />of traffic in the neighborhood. Member Wall sta~ed that <br />there is no clear idea if the traffic will have an impact at <br />this time; it is speculation. Member Rengel stated that the <br />information regarding the plat, PUD, and any other changes <br />is premature and that the Commission could recommend that no <br />road cross the Legion property. <br /> <br />The amendment proposed by Member Sandstrom and aooepted by <br />the makers of the motion changed the motion to read: "The <br />Planning commission recommends a change in the Comprehensive <br />Plan designation inoluding the Kehr property and all <br />
