County Road C. <br /> <br />Bacl<ground: <br /> <br />1. In December; 1992; the Planning Commission reviewed an application for a <br />comprehensive plan amendment and rezoning to Planned Unit Development (PUD) <br />on this same property. The development at that time consisted of29 townhouse <br />units. It was reviewed by the Planning Commission at two meetings and a series of <br />neighborhood meetings were also held. At that time; the City was gearing up to <br />conduct the VISTA 2000 community visioning process as the first step in the process <br />of updating the Comprehensive Plan. The City did not have a current policy <br />framework to assist in evaluating this request for an amendment to the <br />Comprehensive Plan and rezoning. Similar applications for rezoning had been denied <br />elsewhere in the community. ConseqÙently; we recommended and Mr. Kehr agreed <br />to withdraw his application until the VISTA 2000 process was conducted and enough <br />work had been completed on the Comprehensive Plan to provide the City with some <br />guide in reviewing his request. Mr. Kehr has been waiting until now to reactivate the <br />process. <br /> <br />2. This application includes three lots with 3.67 acres. <br /> <br />3. This application is limìted to the comprehensive plan amendment and does not <br />include a request for PUD General Development Plan approval. Back in 1992; Mr. <br />Kehr retained an architect and other professionals and prepared a submission package <br />for PUD approval. The application back in 1992 was for bOtll comprehensive plan <br />approval and rezoning to POO. Through that process; a number of plan revisions <br />were prepared, and trom Mr. Kehr's perspective; a good deal of money was spent <br />only to have the process delayed. <br /> <br />( <br />
