Encourage opportunities for a diverse popu]ation with respect to age, ethnicity, and <br />economic composition. <br /> <br />b. Create adequate transitions and buffering between incompatible land uses by strengthening <br />or establishing standards in the zoning ordinance. (Example of such standards include <br />additional public open space or scenic easements, increased setbacks, additional landscaping <br />and earth berms, architectural features, additions to buildings, and fencing.) <br /> <br />c. Adopt flexible standards for new single family and multi-family housing developments to <br />aUaw for innovative deve10pment and more efficient densities. It is not the goal of the City <br />to significantly increase overall residential densities. <br /> <br />d. encourage innovative high quality planning and design in residential developments that cater <br />to the life style/life cycle of present and future residents. Higher quality development may <br />include such improvements as masonry exteriors, higher window and waU insulation <br />packages, underground parking, more usable open space than normally required, porches, <br />landscaping, underground parking, and amenities packages within each unit. <br /> <br />e. When approving a residential planned unit development, require better quality with <br />established criteria for open space, a "sense of place", and quality materials. <br /> <br />f. Encourage the development of well-designed multiple family dweHing projects which are <br />compatible with adjacent uses. The following criteria should be considered when reviewing <br />proposals for multiple family dwelling construction within the City: <br /> <br />1) Structures should have access to at least one coHector level street so that traffic <br />generated by the complex will not exceed environmental and traffic thresholds of <br />local residential streets described in the Transportation Plan. <br /> <br />2) Adequate usable open space should be provided on the site or public park/open <br />space should be directly adjoining the site. <br /> <br />3) The floor area standard shou]d define the amount of required open space in <br />comparison to the density of units. <br /> <br />4) Adequate access to adjoining or nearby (within 1/4 mile) retail/service areas should <br />be provided. <br /> <br />5) The use of underground parking (with adequate safety measures) should be <br />encouraged to reduce the volume of outside parking and separate garages as a <br />means of improving the general residential character of multiple family development. <br /> <br />6) Impacts on adjoining single family areas should be limited by increased side yard <br />
