<br />'" <br /> <br />Comprehensive Plan, the City of Roseville has strongly supported the need to provide <br />the type of housing that is being proposed by Mr. Kehr. The property under <br />consideration meets the objective criteria that have been discussed by the Planning <br />Commission for locating this type of medium density residential use in the City. It is <br />seldom easy to facilitate this type of change in a fully developed City. Mr. Kehr has <br />been at this project for some 10 years now. <br /> <br />2. Through the strategic use of the Comprehensive Plan and the PUD, the City can <br />successfully facilitate this transition and the interests of the affected property owners <br />can be protected. There are four property owners between Kehr and Dale Street. <br />Two of the four have indicated their basic support for this change. The Britz duplex <br />is on a lot that is approximately 10,800 sq. ft. That is an effective density of <br />approximately 8 units per acre, 2 units per acre higher density than proposed by Mr. <br />Kehr, and consistent with the MR density range. <br /> <br />When looked at in its entirety, a regional storm water ponding faciHty makes sense, <br />perhaps in the area along and east of Dale Street. <br /> <br />3. Importantly, all of these property owners control whether or not they sell their <br />property. In the review of the PUD, the staff attempt to respond directly to their plans <br />and address compatibility issues in the design process. <br /> <br />Staff Recommendations <br /> <br />1. The properties to the west should not be considered for a land use change unless it is <br />the context of the redevelopment of the American Legion Property. The Legion <br />representatives have publicly stated that they have no current interest in changing their <br />use of the property (and they understand that the City is in the process of updating its <br />Comprehensive Plan). Therefore, we do not reconunend changing the land use <br />designations for any of the parcels to the west of Kehr at this time. This can await a <br />project proposal trom the Legion. (The Commission has recommended a <br />comprehensive guide plan map change to low density residential.) <br /> <br />2, The staff recommends approval of the change in land use designation for the <br />following properties from LR to MR: Kehr, Borgstrom, Britz. Booth and Salverda. <br />The staff also recommends illustrating the future street extensions only from Kehr to <br />Dale Street and adding appropriate text in the Comprehensive Plan to req1Û1'e the <br />street extensions if and when these parcels redevelop. <br /> <br />5 <br />
