It is our <br />standard procedure to collect these charges at the time of recording of <br />a legal document or upon application for a building permit, whichever <br />takes place first. These additional charges (see city code ordinances) <br />are collected by the city because the property was not assessed in full <br />at the time of levy or because of the applicant's action which created a <br />situation of utilizing the property to a higher degree that at the time <br />of levy. The charges calculated are normally based on the rate of <br />assessment prevalent at the time they were levied, plus the accrued <br />interest from that time to present, at the rate of interest charged at <br />that time. <br /> <br />The following is a breakdown of the charges by type of improvement: <br /> <br /> Year Yrs to Int.
