BACKGROUND <br /> <br />Mr. Westby lives at 480 Lovell Avenue in Roseville and owns a parcel of <br />land south of Lovell Avenue, west ofms residence to the property line with <br />the RottJundJConcordia Meadows townhome project. The parcel is directly <br />north of the Budd1ùst Temple. The property was acquired in 1967 and, at that <br />time, an easement for possible future streets was granted in favor of the City. <br />The need for such a street does not exist and in fact, a single family residenoe <br />'blocks access to Minnesota Avenue on the south. Therefore, Mr. Westby and <br />the Buddhist Temple are seeking to have that easement vacated. In addition, <br />Mr. Westby is proposing to divide the parcel to the west of his residence into <br />two developable lots and further proposing that the lot adjacent to the <br />Concordia Meadows Planned Unit Development be rezoned to R-2 in order <br />to build a double bungalow for his mother-in-law and her sister. <br /> <br />2. <br /> <br />DEVELOPMENT SUMMARY: <br /> <br />. <br />.. <br /> <br />As indicated earlier, the Westby's live at 480 Lovell Avenue in Roseville. <br />That parcel is located on the south side of Lovell and is approximately-J/Z <br />acre insize~ In addition. they own a parcel of land immediately to the west <br />that is approximately .65 acres in size. In 1967, a 50 foot wide easement was <br />recorded along the Westby's westerly property line, extending southerly along <br />a portion of the Buddhist Temple property. At that time, the easement was <br />dedicated in anûcipation of a possible north/south street between Lovell <br />Avenue and Minnesota Avenue. Given the development of the Temple and <br />housing along Minnesota Avenue, that connection is no longer possible or <br /> <br />, -........ <br />
