Engineenngestafihas reviewed this request and,concurs <br />that the easement is not·necessary for street purposes and thereforet can be <br />vacated. .The Westby's other land lies to the west of their residence, between <br />Lovell Avenue and the Buddhist Temple property, extending to the east line <br />of the Concordia Meadows townhouse planned unit development. The parcel <br />is 145 feet deep by 194.6 feet long and is approximately 28,000 sq. ft. in size. <br />The proposed lot division would create two lots. One lot would have 94.62 <br />feetoffrontage and would be 13,717 sq. ft. in size. The second lot would <br />have abeout 100 feet ofd-ontage and would be approximately 14,OOOsq~ ft. in <br />size. Lots in the R..l and R-2 zoning districts are required to have a lot width <br />of 85 feet and lot area of 11,000 sq. ft. Both of the proposed lots meet these <br />standards. <br /> <br />The Westby's are also proposing that the westerly parcel be rezoned to R..2., <br />Two Family Residence District in order that they may build' a double <br />bungalow for two relatives to live in. This lot is adjacent to the Concordia <br />Meadows Townhouse planned unit development and it is the Westby's feeling <br />that the two family residence would make a good transition to the single <br />family neighborhood along Lovell Avenue. It would be their intention to <br />develop the other new parcel as a single family residence sometime in the <br />future. <br /> <br />3. STAFF RECOMMENDATION: <br /> <br />.. <br /> <br />Staff' has reviewed this request and has found that given the development in <br />this area that includes the Buddhist Temple and residential housing along <br />Minnesota Avenue. that a need for a north/south connecting street between <br />\ Lovell Avenue and Minnesota Avenue no longer exists and therefore, agree <br />that the ·easement can be vacated in favor of the adjacent property owners. <br />The parcel ofland west of the Westby rèsidence is large enough to be divided <br />into two developable parcels without creating the need for a variance. Given t\/ <br />the City's desire to create additional lots in the community t staff would also <br />í recommend approval of the lot division. Finally, the westerly parcel is "7 <br />1.( adjacent to the Concordia Meadows townhouse planned unit development to <br />~ the west and the Buddhist Temple to the south.
