<br />5. The site shares a common driveway with the property to the north and to the east. In addition, <br />all the property in this area drains to a drainage ditch to the east ofthis parcel. The variances <br />requested with this proposal, include the 9 foot front yard setback variance for the existing <br />building. In addition, the applicants are requesting a variance to the 5 foot rear yard parking <br />setback requirement and are proposing not to add curb and gutter to the rear parking lot edge. <br />This is an existing parking area without curb and gutter that currently drains to the east, <br />ultimately into the storm drainage ditch. This is the drainage pattern for the properties to the <br />north, south and east as well. <br /> <br />6. On May 11, 1994, the Planning Commission recommended approval of a variance to allow a <br />31-foot setback (a 9 foot variance) for the ±rant property line with the condition that there be <br />no painted block on the building, a recommended rear yard setback variance to 0 feet (a 5 foot <br />variance), curb and gutter be installed within 5 years unless the staff can develop alternative <br />water management systems, and that the site landscaping include evergreens. <br /> <br />Staff Recommendations: <br /> <br />1. Musolf Distributing, Inc. has been a corporate citizen in Roseville since 1953. They are <br />proposing to expand their facility and in the process to bring the existing building into <br />compliance with current City Design Standards. It is not practical to remove the front 9 feet of <br />the building to come into compliance with the front yard setback requirements and in order to <br />operate trucks in the rear of the building, they need all the space they can get. The property <br />immediately east of the rear yard lot line is an undevelopable piece that serves to accept <br />drainage from all four properties surrounding it. Being left in its natural state, it does serve as <br />green space for these properties as well. Given the City's desire to promote economic growth <br />and development and the creation of new jobs, combined with the fact that this application <br />includes upgrading an existing building to current design standards and the fact that the <br />applicants will be removing the existing pylon sign in the front yard setback area, staff <br />recommends approval of the requested front yard and rear yard variances for Lon Musolf <br />Distributing Corporation at 2760 N. Fairview Avenue and that the applicant be given 5 years to <br />meet design standards for concrete curb and gutter around the back property lot. <br /> <br />Council Action Requested: <br /> <br />1. Motion to approve Gary Nordness/Lon Musolf request for a 9 foot front yard <br />variance and a 5 foot rear yard variance to the zoning ordinance to expand the <br />existing building at 2760 Fairview Avenue North and to allow the applicant up to <br />5 years to install concrete curb and gutter around the perimeter of the rear parking <br />lot with a stonn water catch basin that will take the parking lot smface drainage to <br />an existing storm sewer line south of the property. <br /> <br />Staff Report by: Michael Falk <br />
