Regular City Council Meeting <br /> Monday,June 9, 2014 <br /> Page 23 <br /> As a point of information, Councilmember Willmus requested a specific date for <br /> the work session. <br /> City Manager Trudgeon advised that, if the City Council wanted to remain on <br /> their regular schedule for the Worksession versus a special meeting, the July 7, <br /> 2014 meeting's agenda was very light at this time, with the only business item <br /> scheduled being a joint meeting with the HRA. However, Mr. Trudgeon suggest- <br /> ed that some flexibility remain for other topics that may need addressed and yet to <br /> come forward that that meeting,but to retain the survey as the main topic. <br /> At the request of Councilmember Etten, Communications Manager Bowman con- <br /> firmed that the Executive Summary would be available by then; and advised that <br /> he would contact both Mr. Morris and Mr. Leatherman to determine which if ei- <br /> ther would be available for the July 7th meeting. <br /> By consensus, the motion was amended to include the specific date of July 7, <br /> 2014, for the proposed work session. <br /> Roll Call <br /> Ayes: McGehee; Willmus; Laliberte; Etten; and Roe. <br /> Nays: None. <br /> 11. Public Hearings <br /> a. Public Hearing to Acknowledge the Expenditure of Tax-Exempt Funds for the <br /> University of Northwestern—St. Paul <br /> Finance Director Chris Miller briefly summarized the requested action as detailed <br /> in the RCA dated June 9, 2014. Mr. Miller advised that representatives of the <br /> University of Northwestern-St. Paul were present tonight to discuss the projects <br /> and seek local City Council support to expend some of those proceeds in the <br /> community. <br /> Councilmember McGehee reviewed the process for seeking a municipal stamp of <br /> approval and related administrative fee to allow the University to purchase bonds <br /> at a tax exempt rate. <br /> Finance Director Miller advised that the purpose was to provide municipal ap- <br /> proval for the University to proceed for the specified uses; however, he clarified <br /> that the City would not be collecting a fee as there was no cost to the City to do <br /> this, and a fee would only be received if the City were issuing and administering <br /> the bonds which in this case the City is not. Mr. Miller advised that the requested <br /> council action assures that the University has the authority to borrow money at a <br /> lower rate, similar to a municipal rate, to save dollars on their bond issue by hav- <br />
