Regular City Council Meeting <br /> Monday,June 9, 2014 <br /> Page 28 <br /> erties, Councilmember Etten opined that it may be preferred and influence the <br /> City Council decision to determine that impact through a conditional use versus <br /> permitted use. <br /> At the request of Mayor Roe, Mr. Trudgeon clarified that the apartments on the <br /> east side of Snelling Avenue used for student housing were classified as multi- <br /> family at this time since there is no current category of"student housing." Mayor <br /> Roe noted that student housing standards would then apply to new uses, with pre- <br /> existing uses legal, non-conforming at that time, and not under conditional use <br /> status either, with that change being prospective. <br /> Councilmember Etten opined that it would influence conditional uses in the future <br /> if more proposals came forward. <br /> Councilmember McGehee expressed her agreement with Councilmember Etten, <br /> opining that conditional use versus permitted use was preferred. <br /> City Manager Trudgeon clarified that the requested action is that a Conditional <br /> Use would be required for a student housing use, no matter what district in which <br /> it was located. Mr. Trudgeon suggested another option to create a distinction of <br /> "C/P" in the Table of Uses, for a conditional use adjacent to LDR or MDR zon- <br /> ing,but a permitted use when adjacent to commercial zoning. <br /> Councilmember McGehee spoke in support of conditional use across the board to <br /> address sprinklers and handicapped accessibility. <br /> Councilmember Laliberte expressed interest in hearing from Northwestern on <br /> parking, opining that student housing was becoming so limited on campus that <br /> students were spilling over onto city streets, causing more issues in neighbor- <br /> hoods than this may actually relieve. <br /> Mayor Roe asked to focus on the conditional use aspect first, then parking. <br /> Councilmember Willmus expressed interest in pursuing the conditional use across <br /> all districts, which he would be open to at this time. <br /> At the request of Mayor Roe, Councilmembers McGehee, Willmus and Etten <br /> spoke in support of"conditional use' across the board versus permitted uses in <br /> some instances and conditional uses in others. <br /> While not feeling strongly about it, Councilmember Laliberte expressed her un- <br /> derstanding for the thought process of the Council majority. <br /> Therefore, Mayor Roe advised that there appeared to be majority preference for <br /> "Conditional Use" status for all zoning districts. <br />
