Regular City Council Meeting <br /> Monday,June 9,2014 <br /> Page 29 <br /> Councilmember Willmus opined that this provided the City Council an opportuni- <br /> ty to weigh in as proposals come up versus administrative issuing of a permit, <br /> which he found attractive. <br /> At the request of Councilmember Willmus, Mr. Paschke advised that the Country <br /> Inn had ramps to get into the building and elevators, so he presumed it was ADA <br /> compliant; however, through the building permit process, a certain percentage of <br /> upgrades would be needed to make the rooms compliant per those building code, <br /> but he was unsure about the sprinkler status. <br /> Regarding concerns with this use and its location, Mr. Paschke advised that the <br /> City Council could create conditions as part of this process versus general condi- <br /> tions, which would create a basic process needing approval; but would create spe- <br /> cial and distinct conditions to review that use against all districts to make the pro- <br /> cess more meaningful for the Planning Commission and City Council. <br /> Mayor Roe noted that creation of such conditions may not be feasible tonight,but <br /> creating a base set of conditions in the future to apply to all potential uses may be <br /> beneficial for future reference. <br /> On Table 1005-1 under Civic/Institutional Uses, Councilmember Laliberte ques- <br /> tioned the NP status for two CMU Districts that were not related to student hous- <br /> ing, and staff's rationale for that recommendation. <br /> Mr. Paschke responded that the only CMU District at this time was in the Twin <br /> Lakes Redevelopment Area, and the intent was to reserve that for tax-paying enti- <br /> ties, since non-profits would not be paying into TIF or redevelopment funds, <br /> which were difficult to come by. <br /> Councilmember Laliberte noted previous discussions for secondary schools that <br /> are for-profit that could be suitable to relocate in Twin Lakes. Councilmember <br /> Laliberte advised that she was not prepared to make changes in Civic/Institution <br /> uses while those discussions about CMU in Twin Lakes were still active, and <br /> would prefer to stick with student housing only at this time. <br /> Mayor Roe confirmed that a distinction had been made, as well as adding office- <br /> based uses, similar to the previous Northwestern proposal for re-use of the former <br /> Edina Realty building for such a use. <br /> On a related note, Mayor Roe questioned why to permit campus use in a Regional <br /> Business District as a commercial business versus rezoning to Institutional, at <br /> which time a decision could be addressed for non- versus for-profit uses. Mayor <br /> Roe suggested delaying changes to Civic and Institutional uses on Table 1005-1. <br />
