IISteep slope" means land where agricultural activity or development is either not recommended or described as poorly suited due to slope steepness and the siteis soil characteristics. as mapped and described in available county soil surveys or other technical reports, unless appropriate design and constmction techniques and fanning practices are used in accordance with the provisions of this ordinance. Where specific infonnation is not available, steep slopes are lands having average slopes over 12 percent. as measured over horizontai distances of SO feet or more, that are not bluff's. . 18.020.44 Structure. liStructureU means any buiJding or appurtenance, including decks. "Structure'! does not include aerial or underground utility lines, such as sewer, electric, telephone, telegraph, gas lines, towers, poles, seasonal docks. and other supponing facilities such as at-grade driveways and patios. 18.020.45 Subdivision. "Subdivision" means land that is divided for the purpose of sale, rent, or lease, including planned uni~ developments. 18.020.46 Substandard Use. "Substandard Use" means any use ofshoreJands existing prior to c. the date of enactment of any City Ordinance which is pennitted within tbe applicabfe zoning ;, district, but does not meet the minimum lot area and length of water ûontage, structure setbacks, . or other dimensional standards of the Ordinance. 18.020.47 Suñace water-oriented commercial use. "Surface water-oriented commercial use" means the use ofland for commercial purposes. where access to and use of a surface water feature is an integral part of the nonnal conductance of business. Marinas, resorts, and restaurants with transient docking facilities are examples of such use. 18.020.48 Toe ofthe bluff. "Toe of the bluff" means the lower point of a 50-foot segment with an average slope exceeding 18 percent. See illustration. 18.020.49 Top ofthe bluff. "Top of the bluff' means the higher point of a 50-foot segment with an average slope exceeding 18 percent.
