IISteep slope" means land where agricultural activity or development is <br />either not recommended or described as poorly suited due to slope steepness and the siteis soil <br />characteristics. as mapped and described in available county soil surveys or other technical <br />reports, unless appropriate design and constmction techniques and fanning practices are used in <br />accordance with the provisions of this ordinance. Where specific infonnation is not available, <br />steep slopes are lands having average slopes over 12 percent. as measured over horizontai <br />distances of SO feet or more, that are not bluff's. <br /> <br />. 18.020.44 Structure. liStructureU means any buiJding or appurtenance, including decks. <br />"Structure'! does not include aerial or underground utility lines, such as sewer, electric, telephone, <br />telegraph, gas lines, towers, poles, seasonal docks. and other supponing facilities such as at-grade <br />driveways and patios. <br /> <br />18.020.45 Subdivision. "Subdivision" means land that is divided for the purpose of sale, rent, <br />or lease, including planned uni~ developments. <br /> <br />18.020.46 Substandard Use. "Substandard Use" means any use ofshoreJands existing prior to <br />c. the date of enactment of any City Ordinance which is pennitted within tbe applicabfe zoning <br />;, district, but does not meet the minimum lot area and length of water ûontage, structure setbacks, <br />. or other dimensional standards of the Ordinance. <br /> <br />18.020.47 Suñace water-oriented commercial use. "Surface water-oriented commercial use" <br />means the use ofland for commercial purposes. where access to and use of a surface water <br />feature is an integral part of the nonnal conductance of business. Marinas, resorts, and <br />restaurants with transient docking facilities are examples of such use. <br /> <br />18.020.48 Toe ofthe bluff. "Toe of the bluff" means the lower point of a 50-foot segment with <br />an average slope exceeding 18 percent. See illustration. <br /> <br />18.020.49 Top ofthe bluff. "Top of the bluff' means the higher point of a 50-foot segment <br />with an average slope exceeding 18 percent.
