<br />requirements (including violations of conditions and safeguards established in connection with <br />grants of variances or conditional uses) shall constitute a misdemeanor and shall be punishable as <br />defined by law or as otherwise provided in the Municipal Code of the City ofRoseville. <br /> <br />3.2 Permits Required <br /> <br />In addition to any permit requirements of an underlying district or an ordinance in force for the <br />entire city, permits are required in shoreland impact areas and wetland overlay districts for the <br />construction of retaining walls, fences, water related accessory structures, watercraft accessory <br />devices and signs. Application for a permit shall be made to the Community Development <br />Director or the Director's designee on the ronus provided. The application shaH include the . <br />necessary information so that city staff can determine the site's suitability for the intended use. <br /> <br />All permits within the Environment Protection Section must specifÿ a termination date, not to <br />exceed 12 months ûom the date of issuance. A permit may be detennined to be null and vojd by <br />the Community Development Director if it is determined after issuance that false supporting <br />information was filed with the permit application. As part of any such determination, the Director <br />or his or her assigns will issue a stop work order, post the same on-site, send a copy by certified <br />maB to the permÜtee and determine what other enforcement action is necessary, <br /> <br />~I <br /> <br />3.3 Certificate of Zoning Compliance <br /> <br />The Community Development Director shall issue a certificate of zoning compliance for each <br />activity requiring a permit as specified in this ordinance. This certificate will specify that the use <br />of land conforms to the requirements of this ordinance. <br />" <br /> <br />SECTION 4.0 - <br /> <br />DESIGNA TION OF WATER MANAGEMENT o VERLA Y <br />DISTRICTS <br /> <br />4.1 The Water Management Overlay District hereby created and is divided into the foUowing <br />subdistricts as shown on the Official Zoning Map; the Shoreland District, the Wetland <br />Protection District, and the Storm Water District. The Official Zoning Map is hereby <br />adopted by reference and declared to be a part oftrus ordinance. The Official Zorung Map <br />shall be on file in the office of the Community Development Coordinator. The <br />Community Development Coordinator shall maintain the necessary records to maintain <br />and display the Official Zoning Map as amended. The boundaries of the overlay districts <br />as shown on the OfficiaJ Zoning Map are considered to be approximate and must be <br />established on the ground at the time of any application for permit, variance, conditional <br />use, planned unit development or subdivision ofland. <br /> <br />4.2 The shoreland district is all1and meeting the definition of shoreland adjacent to the public <br />waters listed in Section 2.244. <br /> <br />BDS,7/19/94 <br /> <br />8 <br />
