, ' I A. Low Floor Elevations. AIl structures constructed within the water management overlay district must be built with their lowest floor~ including basement no lower than the following elevation criteria, which ever provides the greater degree of protection as determined by the city engineer: 1) two feet above the 100 year flood elevation, if known; or 2) at least three feet above the highest known water level, or three feet above the ordinary high water level, whichever is higher; or 3) at least three feet above the wetland boundary. The city engineer shall develop and maintain a list of elevations of known 100 year flood levels, ordinary high water levels, highest known water levels and wetland boundary levels as they become available through special studies or the Minnesota Department of Natural Resources. B. Low FJoor Elevation Exceptions. A variance may be granted from the elevation requirements specified in A. above only where a ahrdship is determined and provided the stucture is flood-proofed according to state and federal standards for floodplain areas. Water-oriented accessory structures may have the lowest floor placed lower than the elevation determined in this item if the structure is constructed oftlood-resistant materials to the elevation, electrical and mechanical equipment is placed above the elevation and, if lûng düiation flûoding is âJ.1ticipated, Jthe structure is built to withstand ice action an.d wind-driven waves and debris. C. Water-oriented Accessory Structures.
