<br />1) planned unit developments shall be connected to publicly owned water supply and sewer
<br />systems;
<br />
<br />2) dwelling units or building sites shall be clustered into one or more groups and located on
<br />suitable areas of the site. They shall be designed and located to meet or exceed the
<br />following dimensional standards for the relevant shoreland classification: setback from the
<br />ordinary high water level, elevation above the surface water features, and maximum
<br />height. Setbacks from the ordinary high water level shall be in accordance with Section
<br />18.040.2 of this section for developments with density increases;
<br />
<br />3) shore recreation facilities, including but not limited to swimming areas, docks, and
<br />watercraft mooring areas and launching ramps, shall be centralized and located in areas
<br />suitable for them. Evaluation of suitability shall include consideration of land slope, water

<br />4) structures, parking areas, and other facilities shall be treated to reduce visibility as viewed

<br />color, or other means acceptable to the City, assuming summer, leaf-on conditions.
<br />Vegetative and topographic screening shall be preserved, if existing, or may be required to
<br />be provided;
<br />
<br />5) accessory structures and facilities, except water oriented accessory structures, shall meet
<br />the required principal structure setback and must be centralized; and
<br />
<br />6) water-oriented accessory structures and facììities may be aHowed ÌÎthey meet or exceed
<br />design standards contained in Section 18.041 of this code and are centralized.
<br />
<br />18.090 Grading, Filling and Land Alteration
<br />
<br />18.090.1 No person, firm or corporation may engage in any excavation, grading, surfacing or
<br />filling of land in the City ofRoseville without first securing a permit as set forth in this section.
<br />
<br />18.090.2 A permit is required £rom the City Engineer/Public Works Director or designee, for any
<br />of the following activities:
<br />
<br />1) Placement of or grading of more than 10 cubic yards of material on steep slopes adjacent
<br />to lakes and wetlands or within the shore or bluff impact zones.
<br />
<br />2) Placement of or grading of more than 50 cubic yards of earthen material any where in the
<br />city.
<br />
<br />3) Where filling or grading occurs within 10 feet of a property Hue or when such activity
<br />alters the drainage patterns of adjacent properties.
