18.030 ZONING CODE The Legislature of Minnesota had delegated responsibility to the municipalities to regulate the subdivision, use and development of the shorelands of public waters located wi thin their incorporated limits and thus preserve and enhance the quality of surface waters. Dreserve the economic and natural environmental values of shoreiands, and provide for the wise utilization of waters and related land resources. This responsibility is hereby recognized by the city at Roseville, Minnesota. 18.û3û. statement of purpose. To achieve the policies described in section 93.020, the city of Roseville intends to determine, control, and guide future development within and surrounding those land areas which are contiquous to desiqnated bodies of pUblic water, and areas of natur-al environmental significanc-e as herein defined and regulated. Specifically, this chapter purports to: Regulate the placement of sanitary and waste disposal facilities on lots; 1. 2. .' , 3. 4.
