Such areas shall include all undeveloped lands within 300 feet of public waters and all other areas adjacent to other lakes, ponds or wetlands hereafter designated as such by resolution of the Council. 5. "Nonconforming Use" means any use of land established before the effective date of the city Ordinance which does not conform to the use restrictions of a particular zoning district. 6. "Normal High Water Mark" means a mark delineating the highest water level which has been maintaineã for a suffi- cient period of time to leave evidence upon the landscape. The normal high water mark is commonly that point where the natural vegetation changes from predominantly aquatic to predominantly terrestrial. 7. IIpublic Waterll means a body of water capable of substantial beneficial public use. "Setback" means the minimum horizontal distance between a structure and the normal high water mark, or between a structure and a road or highway. 9. "Shore Landll means that land located contiguous to an~ public waters as herein before defined. 10.
