REQUEST FOR COUNCIL ACTION

DATE: 7~25-94

ITEM NO.: F-2

Department Approval:

P-25

Manager Reviewed:

Agenda Section:

Item Description:

Hearing
N aftalia Alkali request for a special use pemút for a light
automobile repair facility at 3114 N. Lexington Avenue.

~d.

BAC!(GROUND

1. The Knoland Family Trust owns the parcel ofland and building at 3114 N. Lexington
Avenue (southeast quadrant of Lexington and County Road D). In 1993, the Trust
applied for and was granted a special use permit for light automobile repair. That
proposal involved a tenant leasing the existing building and included a five year schedule
to meet current design standards. With this new application, Mr. Alkali is proposing to
raze the existing building and build a new facility at this location.

2. The lot is 28,878 sq. ft. in size and is zoned B-3 Generat Business. In this zoning district,
light automotive repair would require the issuance of a special use permit. The building is
currently vacant and is the former site of a bicycle shop and before that a motor fuel
station. The north side of the site, facing County Road D is paved out to County Road
D, across most of the frontage. The east property line is adjacent to existing free standing
garages associated with a residential apartment complex. Currently, almost the entire site
is paved.

3. As we indicated, the request is for a special use permit for light automotive repair. Mr.
Alkali is proposing to construct a 7.800 sq. ft. facility that would house his Car-X Muffler
operation and an auto related tenant. The building is proposed to be constructed of color
impregnated rock face concrete block, which is consistent with the City's design standards.
It would replace the existing building and canopy and create a landscape area in the front
of the building along Lexington Avenue and County Road D. An enclosed, covered trash
room is also attached to the facility. Access to the site would occur at two locations,
close to the south property line ffom Lexington Avenue and near the east property line
from County Road D. These access points provide for maximum distance away from the
intersection of the two County roads and is consistent with County traffic planning. 37
parking spaces are provided on site meeting City code requirements. Concrete curb and
gutter is proposed for the entire parking lot, although it should be pointed out that no
provisions for parking setback along the south and east property lines have been
incorporated into the site plan. The pylon sign location is 15 feet ffom the property line
