<br />the building and a new entry and canopy to the front of the building. The front <br />entry and canopy would also have a new drive entry at the front of the <br />building. It is in this area, with a new entry and drive, that variances to setback <br />requirements must be applied for. Specifically, the new drive will be within 7 <br />feet of the ITont property line where 15 feet is required~ the new entry building <br />addition will be within 25 feet of the property and the canopy structure will be <br />within 7 feet of the front property line. These structures, without a variance, <br />should be setback 30 feet from the property line. <br /> <br />5, The new drive entry from Albert Street is setback 40 feet from the right-of-way <br />line for County Road B. This meets City standards fOf setbacks for driveway <br />openings. Engineering Department and Ramsey County has raised concerns <br />about the drive exit as currently proposed. The exit drive enters COlUlty Road <br />B in a right turn lane close to the existing bank drive to the west of the Good <br />Samaritan Center property. The concern is that such an exit would create a <br />conflict between two different traffic movements. <br /> <br />6. The site plan indicates that the reconfiguration of the rear portion of the <br />building will eliminate five parking stalls. Four new parking stalls are being <br />proposed as a part of the front entry reconfiguration for a total of 54 parking <br />staUs on the site. 33 staUs are required by the Rosevil1e City code. The <br />building elevation indicates that the additions will be constructed with brick <br />similar to the existing facility. The landscape plan indicates that most of the <br />existing landscape materials will be saved during construction, In addition, the <br />applicants are proposing hedge material to screen the proposed front entry <br />drive and additional over story trees, <br /> <br />Staff Recommendations: <br /> <br />1. The Good Samaritan Center has been in operation in the City of Roseville <br />since the late 1950's. The Center has been operating at or near capacity for <br />some time. It is the Center's desire to improve the level of service to their <br />residents through modifications to their existing facility. Given the <br />configuration of the present building, it is staffs feeling that the front yard <br />setback variance request for the new entry and canopy can and should be <br />approved subject to addressing concerns about the traffic movement entering <br />County Road B rrom the Good Samaritan Center front drive. Engineering staff <br />will continue to work with the applicant and Ramsey County on an acceptable <br />solution. <br />
