<br />facility are also being proposed, a new dining area and entry way at the rear <br />of the building and a new entry and canopy to the ITont of the building. The <br />front entry and canopy would also have a new drive entry at the front of the <br />building. It is in this area, with a new entry and drive, that variances to <br />setback requirements must be applied for. Specifically, the new drive will be <br />within 7 feet of the front property line where 15 feet is required, the new <br />entry building addition will be within 25 feet of the property and the canopy <br />structure will be within 13 feet of the front property line. These structures, <br />without a variance, shou1d be setback 30 feet from the property line. <br /> <br />5. The new drive entry from Albert Street is setback 40 feet from the right-of- <br />way line for County Road B. This meets City standards for setbacks for <br />driveway openings. Engineering Department and Ramsey County initially <br />raised concerns about the drive exit. The exit drive enters County Road B in <br />a right turn lane close to the existing bank drive to the west of the Good <br />Samaritan Center property. The concern was that such an exit would create a <br />conflict between two different traffic movements. <br /> <br />6, The initial site plan indicated that the reconfiguration of the rear portion of the <br />building would eliminate five parking stalls. Four new parking stalls wefe <br />being proposed as a part of the front entry reconfiguration for a total of 54 <br />parking stalls on the site. 33 stalls are required by the Roseville City code. <br />The building elevation indicates that the additions will be constructed with <br />brick similar to the existing facility. The landscape plan indicates that most of <br />the existing landscape materials wil1 be saved during construction. In <br />addition, the applicants are proposing hedge material to screen the proposed <br />front entry drive and additional ovef story trees. <br /> <br />7. The Planning Commission, at their JlUle 8, 1994 meeting, continued <br />consideration of this item asking the applicant to further study the proposed <br />front drive access onto County Road B and to consider the impact of the <br />proposed extension of the canopy as it relates to the setback of other <br />buildings along COlUlty Road B. Additional infonnation about the use of the <br />drive-up facility was also requested. <br />8. To give the Commission and COlUlcil a sense of the front entrance usage, the <br />applicants have indicated that they anticipate first time pre-admission visitors <br />coming to the facility to range :trom 1-4 trips per day during the weekdays <br />only. Family member pickup at that location would be approximately 2 per <br />
