CITY OF ROSEVILLE
PLANNING REPORT

DATE: 07-12-95

CASE NO.: 2778

Planner Approval:

Department Approval:

Agenda Section:

Item Description:

6(t)
Roseville Good Samaritan Center request for a sideyard setback variance at
1415 W. County Road B.

1. Background

The Roseville Good Samaritan Center, located at 1415 W. County Road B has been
owned and operated by the Evangelical Lutheran Samaritan Society since 1992. Prior to
that, the facility was known as the Golden Age Health Care Center. The building itself
was constructed in 1957 with an addition completed in 1961. The center is a licensed
nursing home with an occupancy of 133 residents.

In 1994, the Good Samaritan Society proposed addressing physical and operational
problems associated with the current facility by improving resident dining, providing
additional office space, improving physical therapy space, addressing congestion at the
rear entry, and providing a front entry drive-up and canopy. The front entry drive-up
involved a front yard setback variance that was ultimately denied by the City Council.
Good Samaritan was asked to rethink their approach to updating the facility. The
proposal under consideration provides for improved entry ITom the rear parking area, a
new dining facility, and better use of existing spaces.

2. Development Summary

The Roseville Good Samaritan Center is located in a B-1 Limited Business District. This
district requires a 30 foot building setback ITom the street right-of-way. In order to
address the concerns previously enumerated, the Good Samaritan Center is making a
number of changes to the existing building. While most of these changes are taking place
within the facility itself, two additions to the facility are being proposed, a new dining area
and entry way at the rear of the building and an extension of the northern residential wing
to the east toward Albert Street. This latter addition requires a 12 foot sideyard setback
variance, The addition and modification of the building to fulfill the needs for larger
dining room, public entrance, administrative offices, handicap toilet facilities, etc. results in
the loss of3 bedrooms. In order to maintain their current bed count, Good Samaritan is
proposing to reconfigure existing space and add approximately 12 feet to the northeast
residential wing, reducing the setback from 30 feet to 18 feet.

1
