4. With the attached letter, Ramsey County is requesting two changes related to the
hazardous household waste site. The first relates to the length of time for the interim use
permit, the County is requesting a ten year interim use permit rather than the
previous two year PeJ'!DIit. Secondly, the County is requesting some flexibility in the time
of the year they¡can op~ate the satellite sites. The current permit allows the County to
operate the site 'or up ~o 8 weeks during spring and fall The modification they are
requesting wo~d pro~e the opportunity to allow site operations for up to 8 weeks
during spring, lummeri7and fall. They have indicated that the site would likely be open no
more than 8 weeks per :calendar year. ..

Staft" RecolDmendation:

1. The household ~dqus waste collection satellite facility has been in operation in
Roseville for foµr ye~. City records indicate that during that time, no complaints have
been received bY the C~_ This surtàce is an obvious benefit for the citizens ofRoseville
and the County ¡at Jarg~. Given the need for this type of service and the County's excellent
track record in vperatiqn during the last four years, staff recommends approval of the
extension of the interim use permit to operate a seasonal conection site for household
I . I
hazardous wast~ at thelCounty's site lotated at Kent Street, north ofLarpenteur Avenue
and east of Dale Street! To provide scheduling flexibility, the addition of the swmner
season to the c~ectioq period also does not pose a problem. The length of time for the
interim use p~ is the only significant issue. In the past, the City has granted two year
interim use permits an4 the County is now proposing a ten year interim use permit. Ten
years may be a tong pdiod oftúne without the Commission and City Council review,
however, givenlthe Coµmy's track record, a five year interim use permit for this facility
may be approp~e. .
I
:
Sunested Ac:tiOQ~

a.
b.

i i
By motion, stafreconimends Planning Commission approvaJ of the Ramsey County
household hazafdous ~~ disposal request for. an mç1ension of their existing interim use
permit at.Kent Street, ~orth ofLarpenteur Avenue and east of Dale Street With the .
following modificationS:
.
