Consent Agenda <br />~cription: Ramsey County: Annual Report, Interim Use Permit to Operate HHW <br />Collection Site (Kent Street/Larpenteur Avenue) <br /> <br />1.0 BACKGROUND <br /> <br />1.1 In June of 1996 the City Council granted Ramsey County Department of Public Health <br />an interim use permit to operate a seasonal household hazardous waste (HHW) collection <br />site in Roseville. The site is located on County-owned property east of Kent Street and <br />just north of Larpenteur Avenue and has been operating under a City interim use permit <br />since 1992. <br /> <br />1.2 As a condition of the June 1996 approval of the five-year interim use permit, the City <br />Council required the County to submit an annual report to the Planning Commission and <br />Council detailing activities on the site. <br /> <br />1.3 Under the interim use permit, the County is allowed to operate the collection facility for <br />an eight-week period of time during each of the seasons of spring (April 1 through May <br />31), summer (June 1 through August 31), and fall (September 1 through October 31). The <br />current permit expires in May of 200 1. <br /> <br />1.4 The Planning Commission, at the meeting of September 13,2000 unanimously <br />recommended acceptance of the Annual Report, from Ramsey County, on the Interim <br />Use Permit to operate a household hazardous waste collection facility at the Kent <br />Street/Larpenteur A venue site. <br /> <br />2.0 STAFF COMMENTS <br /> <br />2.1 The combined annual report for 1999 and 2000 from the County is attached. The report <br />indicates during 1999 the Roseville HHW site was open a total of 16 days: four Fridays <br />and four Saturdays in May, and, four Fridays and four Saturdays in September. With a <br />new Bay West site in St. Paul, the Roseville site operating period was reduced to eight <br />days (four Fridays and four Saturdays) in May of2000.
