The first relates to the length of time for the interim use
permit, the Coauty is requestiDg a ten year interim use permit rather dwI the
previous two year pennit. Secondly, the County is requesting some t1ex.ibility in the time
of the year tbey¡can op~te the satellite sites. The current pennit allows the County to
operate the site 'or up ~o 8 weeks during spring and fall The modification they are
requesting wo~ pro~e the opportunity to allow site operations for up to 8 weeks
duriDg spring, IUDIDI~ and fall. They have indicated that the site would likeJy be open no
more than 8 weeks per calendar year. ..

Staff Reco.....ead.tioD:

1. The household .þazardqus waste coUeçtion satellite facility has been in operation in
Roseville for foµr yeaq. City. records indicate that during that time. no complaints have
been received bY the C~. This surface is an obvious benefit for the citizens ofRoseville
and the County ¡at Iarg';. Given the need for this type of semce and the County's excellent
track record in 9perati~D during the last four years. staff reçommends approval of the
extension of the interim use permit to operate a seasonal coDection site foT household
I I '
hazardous wast~ at thcCounty's site located at Kent Street, north ofLaTpenteur Avenue
and east ofD~ Street) To provide scheduling flexibility, the addition of the swnmer
season to the cqllectio~ period also does not pose a problem. The length of time for the
interim use ~ is the only significant issue. In the past, the City has grauted two year
interim use penµits an4 the County is now proposing a ten year interim use permit. Ten
years may be a ~ong pe.tiod of time without the Commission and City Council review,
however, given/the Coµmy's track record, a five year interim use permit for this facility
may be approp~e. .
I '
I
:
Sunestecl Action:

1.

j .
By motion, stafreco~mends Pl8J'1mns Commission approval of the Ramsey County
household hazafdous ~e disposal request for an extension of their exi~interim use
permit at Kent Street, ~orth ofLarpentCUT Avenue and east of Dale Street wrth the
following modificationS:
.
