Per the requirements of that permit and our <br />meeting with you and Lon Aune at the Roseville site in September, the <br />Division of Solid Waste is submitting this letter. <br /> <br />BACKGROUND <br /> <br />The Roseville seasonal HHW site has operated under a City permit since <br />opening in 1992. The site is located on Kent Streèt, north of <br />Larpenteur Avenue and east of Dale Street, and has been open during <br />September and October of each year. <br /> <br />The. site consists of a reinfo~ced concrete slab surrounded by an <br />asphalt surface. The concrete slab is· sealed with an epoxy coating and <br />designed for spill containment. Security gates are located near the <br />site entrance and exit. An earthen berm borders the site to the south <br />and east. <br /> <br />Dynex Industries, Inc. operates the site pursuant to contractual· <br />agreement with Ramsey County, the Roseville permit, and an operations <br />manual written by the Minnesota Pollution Control Agency. Dynex staff <br />are trained to respond to spills and other emergencies. Dynex is also <br />required to notify us in the event of an emergency. <br /> <br />Waste brriught to the site by residents is placed directly into sealed. <br />tubs, and then is placed in drums or other containers inside Dynex's <br />waste hauling vehicle. At the end of each day, all waste is removed <br />from the site and hauled to Dynex's facility in Mounds View for further <br />processing. <br /> <br />SITE USE <br /> <br />There has been a general increase in the number of participants using <br />the HHW collection site from 1992 through 1994. This increase can be <br />attributed to assistance received by the C~ty of Roseville in promoting <br /> <br />Minnesota's First Home Rule County <br />printed on recycled paper with a minimum of 1011: post-consumer content <br />.(~~ <br />
