<br />waste containers from the public would not be opened on the site, <br />except to allow the operator to inspect the contents inside as needed. <br />The site operator would place waste containers in leak-proof plastic <br />tubs. containers would be packed in drums, placed into a truck <br />(approved for hauling hazardous waste), and removed from the site at <br />the end of each day. <br /> <br />Rationale: Residents sometimes bring gasoline cans containing old <br />gasoline or gasoline-oil mixtures. Currently the only way for Dynex <br />to accept this waste is to take both the can and the waste. To <br />retrieve their gasoline cans residents have to come to the Mounds View <br />facility. The ability for Dynex to bulk this waste on waste will <br />allow residents to take their gasoline cans back in a much more <br />convenient fashion. <br /> <br />3. Addinq a Product Exchanqe/Reuse-Recyclinq Area <br /> <br />Current Operations. Currently there is no product <br />exchange/reuse-recycling area at the site. <br /> <br />Proposed Chanqes. The Division is requesting that the County be <br />allowed to operate a product exchange/reuse-recycling area for latex <br />paint, and possibly for other items in the future. Residents would be <br />allowed to take latex paint (and possibly other items), separated by <br />the County's contractor, without charge. Residents interested in <br />examining the exchange area would be directed to park so as not to <br />affect traffic flow at the satellite site. Participants would not be <br />allowed to open containers. . <br /> <br />Rationale: Reuse and recycling of wastes are the preferred methods of <br />waste management, according to State statute. Product exchange also <br />is the most cost-effective management method, because County taxpayers <br />do not have to pay any disposal costs. In addition, County residents <br />can save money by not having to purchase additional paint. Latex <br />paint is particularly suited for exchange because it comprises about <br />half of the total waste by weight received at HHW sites, and it is <br />non-hazardous. The County's contractor would first examine latex <br />paint to ensure that it is still usable (e.g., has not dried out or <br />been frozen). It is possible in the future that other wastes could be <br />added for exchange as well (some HHW programs elsewhere provide for <br />exchange of a variety of wastes). <br /> <br />4. Information Siqn <br /> <br />Current Operations. Currently the directional signs and the <br />information sign are put up and taken down within approximately <br />one-half hour prior to site opening and following site closing for the <br />day.
