<br />ATTACHMENT A <br /> <br />MODIFICATIONS TO 1992 APPLICATION MATERIALS <br />May 17, 1994 <br /> <br />On April 24, 1992, the Division of Solid Waste submitted an <br />application to the City of Roseville for an Interim Use Permit to <br />develop a household hazardous waste collection site. Included were <br />Attachment 1, a site plan, and Attachment 2, a description of the <br />intended use of the property and proposed construction. Based on the <br />County's experience, the Division is requesting several minor changes <br />in site operations. These changes will help to improve service for <br />residents of Roseville and the County. This attachment describes the <br />County's proposed minor modifications to those attachments. A revised <br />site plan is included in this attachment. <br /> <br />1. Hours and Days the Site is Open to the Public <br /> <br />Current Operations. As described in Attachment 2 of the 1992 <br />application (on pages 1 and 2), the site would be open to the public <br />on Fridays from noon to 7 p.m. and on Saturdays from 10 a.m. to 5 p.m. <br />during up to eight weekends each' in fall and spring. <br /> <br />Proposed chanles. The Division is requesting that the hours of public <br />operat1on be rom 11 a.m. to 6 p.m. on Thursdays and Fridays and 10 <br />a.m. to 5 p.m. on Saturdays. <br /> <br />Rationale. The requested change in weekday hours reflects the <br />Div1s10n's analysis of patterns of satellite facility use by <br />residents. Adding Thursdays will provide flexibility for the Division <br />in providing HHW services. Satellite sites in Saint Paul were opened <br />on Thursdays during 1993. While the Division does not have immediate <br />plans to operate the Roseville site on Thursdays during 1994, allowing <br />such use will provide the Division with flexibility in future years or <br />in the case of unforeseen circumstances during 1994. <br /> <br />2. Bulking of Gasoline and Other Flammables On Site <br /> <br />Current Operations. As described in Attachment 2 of the 1992 <br />application (on page 2), waste containers would not be opened at this <br />site unless it was necessary to verify contents. Containers would be <br />packed in drums, placed into a truck, and then transported to the main \ <br />Dynex facility in Mounds View at the end of each operating day. <br /> <br />Proposed Chanqes. The Division is requesting that its contractor be <br />allowed to used its trained HHW technicians to consolidate gasoline <br />and other flammable liquids into a 55-gallon closed-head drum on site. <br />The drum would be placed on heavy plastic sheeting curbed to contain <br />any spills, and surrounded by absorbent booms. The drum would be <br />surrounded by orange traffic cones, be positioned at least 20 feet <br />from any source of ignition (such as traffic), and be grounded. Other <br />
